Beijing's Haidian District Unveils "Intelligence Valley Pilot Port" Strategy to Build AI Full-Stack Testing Platform Hub

Beijing, August 9th (Reporter Chen Hang) - The "Digital Integration, Chain Leap" Production Service Industry Development Work Conference was held in Beijing's Haidian District on August 8th. The "Intelligence Valley Pilot Port" plan was announced during the event.

Located in the Xisanqi area, the "waist" of Haidian, the "Intelligence Valley Pilot Port" aims to focus on the "AI+" sector over the next three to five years, continuously improving testing space quality and planning a cluster of full-stack AI testing platforms. According to the conference, in the field of intelligent manufacturing, Haidian District plans to introduce eight support measures, with new projects eligible for up to 100 million yuan in funding. These measures will focus on clearing bottlenecks in the intelligent manufacturing supply chain, promoting open sharing of testing platforms, introducing testing vouchers, and establishing specialized testing production lines to accelerate technology engineering and product commercialization. They also aim to secure intelligent manufacturing development elements by opening enterprise production scenarios, coordinating testing space construction, enhancing the carrying capacity of standard factories, and strengthening financial support for small and medium-sized enterprises through diverse funding mechanisms such as loan interest subsidies, special bonds, policy-based finance, and low-cost loans.

Under the plan, by the end of 2026, the initial launch area will be established, with nearly 50,000 square meters of usable building space. Projects already in place include an embodied intelligence testing platform and a high-end medical device CDMO testing platform, while new projects will include an autonomous scientific discovery lab, an AI-native materials lab, and a superconducting chip testing line. By the end of 2028, the mid-term expansion zone will be developed, featuring two specialized industrial clusters: embodied intelligence and "AI+New Materials." By the end of 2030, the potential reserve area will have a clear direction.

A signing ceremony for the "Intelligence Valley Pilot Port" saw the collective signing of four key testing platforms: the superconducting chip testing line, the AI-native materials lab, the embodied intelligence testing platform, and the Beijing high-end medical device CDMO testing platform. This marks a significant step forward in building the "Intelligence Valley Pilot Port," bridging the gap from laboratory research to engineering mass production in the "AI+" field. Concurrently, the "Haidian District Science and Technology Services Industry Innovation Alliance" was officially launched. The alliance initially includes 80 member units covering areas such as research and development, intellectual property, incubation and acceleration, science and technology finance, and technology media. It plans to establish three specialized committees: R&D Innovation, Technology Trading and Intellectual Property, and Incubation and Acceleration. Leveraging the "HaiHub" brand, the alliance will create four major systems: an ecosystem, product matrix, brand events, and an incubation program, forming a three-tier network of "alliance, industry association, and enterprise" to facilitate the final step in connecting supply and demand for technology services.

It was reported that in the field of technology services, Haidian District plans to introduce a three-year action plan focusing on high-end, intelligent, integrated, and international development. This plan includes five major actions—transformation and quality improvement, platform and infrastructure building, innovation element cultivation, service capability enhancement, and international coordination—comprising 18 specific measures. The goal is to achieve total revenue of 350 billion yuan in the technology services industry by 2028, and to establish a globally influential international technology service demonstration zone by 2030.
