Luomian Town Solves Water Needs for Over 1,000 Mu of Crops, One Well Boosts Rural Revitalization

Deep News11:10

In recent years, Fumin County has introduced a "knock on the door to ask about needs" work mechanism, shifting from waiting for residents to voice complaints to officials visiting households to identify needs. Luomian Town, closely following the county party committee's directives and grounded in its agricultural reality, has moved its needs-assessment efforts from courtyards to fields, focusing on water shortages during dry seasons that affect apple, flue-cured tobacco, and other cash crops. The town coordinated well drilling and water diversion, improved road access, and used concrete actions to clear the "lifeline" of water for industrial development and open the "last kilometer" for agricultural products leaving villages.

Identifying Pain Points Through Field Visits

Luomian Town extended its outreach from farmyards to orchards and fields. Officials identified that some village groups in Madi Village faced tight irrigation water during dry seasons and insufficient water supply capacity. At the same time, while visiting villages and households, they heard residents report that the road into Lengfanqiao Village was uneven and made it difficult for agricultural supplies and machinery to enter and exit. Facing these urgent concerns, the Luomian Town Party Committee and Government immediately added "securing agricultural water and improving travel conditions" to the town-level "major development matters" list for supervised resolution. The town's rural revitalization office actively sought project funding from higher levels and guided villages through the standardized "four discussions and two public disclosures" procedure. In April 2026, the Madi Village Party General Branch completed the proposal by the party general branch committee, deliberation by the village "two committees," review by the party member assembly, and resolution by the villagers' representative assembly, with 43 party members and 24 villagers' representatives participating. The meetings fully incorporated public opinion and included both the emergency deep water well for drought relief and the hardening of the Lengfanqiao village access road in the project application. After the resolution was formed, it was publicly displayed on the village affairs bulletin board for 7 days to accept public oversight, ensuring project needs originated from the people and decisions involved public participation, laying a solid foundation of public support for smooth project implementation.

Party and Public United in Building the Project

Facing the complex challenge of large drilling investment and multiple departments involved, Luomian Town strictly implemented the tiered handling mechanism of "knock on the door to ask about needs," transforming "going it alone" into "multi-party problem-solving." The town party committee gave full play to its coordinating role, holding multiple special meetings to study and deploy, with dedicated funds for the emergency deep water well, supporting infrastructure including a 100m³ concrete-covered reservoir, 3,860 meters of DN32 water pipeline, 20 meters of reservoir fencing, and power distribution cables. It also sought central regular assistance funds for hardening 1,200 meters of the Lengfanqiao village access road. During construction, officials and residents worked together, taking turns on the front lines, coordinating equipment transport, water and power supply, and roadbed leveling. Villagers voluntarily provided construction access and labor to clear the site. The village affairs supervision committee followed up throughout on material quality and fund usage, ensuring every meter of progress could withstand scrutiny. To ensure the well and road were built well and would last, the village designated specific maintenance personnel and established a long-term management mechanism. A well and a road, through the joint efforts of officials and residents, turned from blueprints into reality, carving out not just a water source but a "connecting channel" between the party organization and the people.

Water and Road Together Nourish Rural Revitalization

The benefits of this deep water well go far beyond "having water to drink." "In the past, during dry seasons, water supply couldn't keep up, and we could only prioritize keeping the trees alive. Now with this new well, water goes directly to the fields, orchards can be irrigated on demand, and the fruit will surely be bigger and better!" a fruit farmer in Luomian Town said happily while watching water flow into the orchard. After project completion, the drinking water safety of over 980 residents in Madi Village will be reliably secured, and a dependable water source will be provided for irrigating more than 6,000 mu of apples, flue-cured tobacco, and other cash crops. At the same time, the deep water well's reserves will serve as a strategic water source for forest fire prevention and emergency drought relief, addressing shortcomings in disaster prevention and mitigation in the Madi area. Complementing this, the hardened road has opened the "last kilometer" for agricultural supplies entering Lengfanqiao and products leaving the village, allowing apples and flue-cured tobacco to be transported out and sold well, directly benefiting over 220 residents along the route. From "solving drinking water difficulties" to "quenching industrial thirst," from "easing travel concerns" to "addressing fire prevention emergencies," the dual upgrade of water and road connects the twin chains of livelihood protection and industrial development, making Madi Village's revitalization foundation more solid and its results more substantial. A water well and a village access road reflect Luomian Town's proactive work style in "knocking on the door to ask about needs." From "waiting for residents to come forward" to "delivering services to the fields," from "layer-by-layer reporting" to "closed-loop resolution," Luomian Town has turned residents' "worrying matters" into "heartwarming deeds." Next, Luomian Town will continue to deepen the "knock on the door to ask about needs" mechanism, maintain a problem-oriented approach, closely follow industrial development needs and residents' livelihood expectations, transform visit and survey results into practical outcomes that advance rural revitalization, and let the party flag fly high on the front lines of serving the people.
