An agreement to jointly build a premium crude oil waterway transport route between Shandong and Jiangsu was recently signed in Dongying, Shandong.
The agreement brings together eight participating units, including the Dongying Maritime Safety Administration, the Yangzhou Maritime Safety Administration, the Nanjing Maritime Safety Administration, China Merchants Nanjing Tanker Corporation, Jiangsu Oil Port International Terminal Co., Ltd., and Shandong Haixin Port Group.
Through this collaboration, the parties will solidify a cross-regional cooperation model, specifically targeting and resolving practical bottlenecks in origin port management, sea-river intermodal transport, safety supervision, and supply-guarantee transportation, further improving the cross-regional coordinated governance framework.
Since the shutdown of the Luning crude oil pipeline in September 2024, crude oil waterway transport from Dongying Port to Jiangsu has become the core alternative channel for energy supply security in the middle and lower reaches of the Yangtze River.
In 2025, crude oil shipped from Dongying Port to Yangzhou reached 3.4 million tons, with the Yizheng port area serving as a key transshipment hub, occupying a prominent position in the entire energy supply chain.
In May of this year, the Yangzhou and Dongying maritime safety administrations jointly issued the "One Matter" full-chain safety supervision work plan for crude oil waterway transport. This signing represents a deepening and upgrading based on the earlier "One Matter" regulatory practice.
