Recently, the results of the 2025 "China Enterprise Reform and Development Excellence Awards," organized by the China Enterprise Reform and Development Research Association, were officially announced. The submission from JD.com's Government & Enterprise Business, titled "Innovation and Practice of a 'Business-Procurement Integration' System Driven by Digital Intelligence," stood out through multiple rounds of rigorous evaluation from 716 accepted entries to win a first-class prize. JD.com became the only privately-owned enterprise among the organizations awarded the special and first-class prizes for independent submissions. As one of the most authoritative and influential annual evaluations in the field of Chinese enterprise reform, this award is guided by the State-owned Assets Supervision and Administration Commission of the State Council and receives strong support from national bodies including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the Chinese Academy of Social Sciences. It aims to unearth and promote advanced experiences and models that serve as exemplars in deepening reform and fostering innovation.

After a multi-stage rigorous review process including preliminary, secondary, and public announcement phases, this year's event ultimately selected 5 special prizes, 49 first prizes, 68 second prizes, and 78 third prizes, representing the benchmark level of corporate reform practices across various sectors in China. This honor fully demonstrates the achievements of JD.com's Government & Enterprise Business in corporate digital transformation and supply chain innovation, which are set to form a demonstrative and leading role within the industry. It also signifies that the "Business-Procurement Integration" system—characterized primarily by the application of digital intelligence technologies, building a procurement ecosystem, and promoting deep collaboration and organic integration between procurement and core business processes—is gradually becoming a major trend in procurement industry development and is coalescing into a broad consensus among procurement professionals.

JD.com's Government & Enterprise Business innovatively proposed the "Business-Procurement Integration" concept, dedicated to breaking down data and process barriers between business systems and procurement systems, and driving the transformation of procurement from a cost center to a strategic value center. The concept refers to a new management model applied in government and enterprise operations that fully utilizes digital intelligence technologies to build a procurement ecosystem, thereby promoting deep collaboration and organic integration between procurement and core business links. The core of Business-Procurement Integration lies in breaking the traditional functional boundaries between procurement and business, as well as the external boundaries of the procurement system. It advances the unification of information flow, commercial flow, logistics, and capital flow—the "Four Flows"—in government and enterprise procurement, and achieves integration with R&D, production, marketing, organization, and finance—the "Five Integrations." Ultimately, through comprehensive collaboration with the procurement department, it accelerates the resolution of the "impossible triangle" of government and enterprise procurement (balancing price, quality, and efficiency) and facilitates a full transition towards the "golden triangle" of cost, efficiency, and experience.

In January 2025, JD.com's Government & Enterprise Business, in collaboration with the Platform Economy Research Center of the University of Chinese Academy of Social Sciences and the China Marketing Association, released the "White Paper on Business-Procurement Integration Development." Through systematic analysis and research on practices of digital intelligence-driven integration, it introduced the conceptual framework of "Business-Procurement Integration" for the first time in the industry, gaining recognition and consensus from numerous central state-owned enterprises, large private enterprises, academia, and industry. Authoritative experts believe that Business-Procurement Integration not only brings technological innovation to the procurement field but also innovation in the entities providing procurement services and the services themselves, holding significant reference value for deeply understanding the transformation of government and enterprise procurement in the context of digital intelligence.

"Business-Procurement Integration" is not merely a conceptual innovation; over the past year, it has been deeply implemented across major key sectors of the national economy, engaging in fruitful practical collaborations with many large central state-owned enterprises, state-owned enterprises, and growing businesses. Leveraging its diversified supply of quality suppliers and products, support from digital intelligent procurement platforms, full-scenario service coverage capabilities, nationwide logistics fulfillment network, and end-to-end compliance governance system, JD.com's Government & Enterprise Business has created numerous industry-specific practices of Business-Procurement Integration. For instance, in the automotive manufacturing sector, JD.com's Government & Enterprise Business collaborated with leading companies like Changan Automobile to develop one-stop, customized, and intelligent procurement solutions and supply chain services. Since initiating procurement cooperation in 2021, the two parties have actively explored business collaboration in scenarios such as administrative office supplies, employee benefits, automotive marketing, and factory production. They officially launched a points mall project in early 2025 and extended their cooperation into areas including industrial supplies, business travel and catering, and industrial clothing and infrastructure, helping Changan Automobile achieve deep integration between procurement and business operations to build a world-class automotive brand.

In the energy and mining sector, JD.com's Government & Enterprise Business customized a solution for the international mining company JCHX. By integrating its complex project procurement and operational material needs and connecting them to JD's HuiCai procurement platform, a unified digital intelligent procurement entry point was created for the group. This provides JCHX with intelligent procurement analysis and guidance throughout the procurement planning, commodity supply, fulfillment, and after-sales stages. Previously, where procurement and warehouse systems were disconnected and order receipt required manual repeated verification, the digital modules in JD HuiCai's intelligent process now enable automatic data flow and real-time warehouse verification upon receipt, comprehensively enhancing operational efficiency and truly moving from "people searching for data" to "data empowerment."

Authoritative data shows that the total scale of national digital procurement reached 21.7 trillion yuan in 2024, a year-on-year increase of 16.2%. The digital penetration rate leaped from 5.3% in 2017 to 11.5% in 2024, indicating a vigorously developing market. After more than a decade of dedicated effort, JD.com's Government & Enterprise Business serves over 8 million government and enterprise clients, including more than 30,000 large clients, covering over 90% of the Fortune Global 500 companies operating in China and 95% of China's top 500 private enterprises. Leveraging its super supply chain capabilities, it will continue to promote the implementation of more Business-Procurement Integration practices in the future.
