Qinzhou Launches AI Pre-Review System, Cutting Approval Time by Over 50%

On July 28, an AI-powered pre-review tool for government services, developed independently by the Qinzhou Municipal Administrative Approval Bureau, was officially launched. This tool integrates with the previously launched Qin Yi Wen and Qin Yi Xiang platforms to form a smart government service matrix for both external services and internal approvals, marking an extension of Qinzhou's "AI + government services" model from front-end inquiries to the review and approval process.

To address the long-standing challenges of relying on manual experience and inconsistent standards in approvals, the bureau organized key business personnel to systematically break down application document requirements, core approval points, and substantive review criteria. This process transforms scattered personal knowledge into a structured, reusable system of standardized rules, building a knowledge base that provides a uniform benchmark for AI-assisted review.

Leveraging this knowledge base, the bureau has implemented a dual-track system of "intelligent review plus manual verification," achieving three "automatic" functions: automatic document comparison to check for completeness and format compliance, with real-time prompts for missing or incorrect items; intelligent information validation that automatically extracts key fields such as certificate validity, area values, and company names to verify logical consistency; and real-time issue alerts that instantly flag contradictions or non-compliance in materials, enabling reviewers to quickly identify risks. After the AI conducts the initial review, a manual check follows, assigning repetitive and mechanical tasks to the machine while allowing human reviewers to focus on professional judgment, enhancing both efficiency and quality.

With support from the Municipal Big Data Development Bureau, the system employs a dual-layer architecture of "local model deployment plus local knowledge base." Application materials, approval basis, and review conclusions are processed in a closed loop within the system and are not uploaded to third-party platforms, preventing data leaks from the source.

The newly launched AI pre-review tool initially covers 11 high-frequency approval items, including water and soil conservation plan reviews, forest land use approvals, company registration, refined oil retail operation permits, and nurse practice registration. Pilot data shows that approval time for simple items has been reduced by 52%, while the number of steps for complex items has decreased by 31%. For example, in the case of nurse practice renewal, the system automatically compares data, and the reviewer can complete the process after confirmation, significantly improving operational efficiency.
