On April 24, the Liaoning Provincial Party Committee's Theoretical Study Center Group held a specialized study session via video conference. The session featured Liu Qingfeng, Chairman of iFlytek Co., Ltd. and Director of the National Engineering Research Center for Speech and Language Information Processing, who delivered a thematic tutorial report on the progress, typical applications, and future trends of artificial intelligence technology. Provincial leaders including Liaoning Party Secretary Xu Kunlin, Governor Wang Xinwei, and Provincial CPPCC Chairman Zhou Bo attended the event.
The session also brought together over 5,000 participants, including heads of relevant provincial and central government departments in Liaoning, leaders of provincial enterprises and public institutions, senior executives of central enterprises stationed in Liaoning, directors of Chinese Academy of Sciences institutions in the province, principals of undergraduate universities, corporate leaders under the guidance of provincial and municipal officials, municipal-level leaders, key officials from municipal departments and enterprises, and leadership members of the Shenfu Reform and Innovation Demonstration Zone along with their department heads. This marked an unprecedented scale of participation for a provincial theoretical study session, reflecting a unified goal: to mobilize the entire province’s resources in developing core AI industries and accelerate the integration of AI across various sectors.
The lecture was characterized by a strong technological atmosphere. Liu Qingfeng not only discussed the macro-level development status of AI but also shared practical applications in specialized fields such as AI+education, AI+healthcare, AI+public security and anti-fraud, AI+business environment, and AI+culture and tourism.
Regarding Liaoning's strategy, Xu Kunlin outlined key priorities. He emphasized the urgency of seizing AI development opportunities, promoting deep integration between AI and the real economy, and prioritizing AI innovation and application. The province will concentrate efforts on developing core AI industries to inject strong momentum into Liaoning’s comprehensive revitalization.
Xu emphasized that computing power, algorithms, and data serve as the "troika" of AI. He called for enhancing the efficient supply of these three elements through coordinated planning and integrated advancement to solidify the foundation of Liaoning's AI development. Specific measures include accelerating the construction of computing infrastructure, actively participating in the national integrated computing network, deploying smart and edge computing capacities ahead of demand, and establishing a provincial-level platform for computing power interconnection. The province will also advance algorithm model development, strengthen theoretical and applied algorithm research, optimize AI model architectures, and promote the implementation and iteration of models in high-value scenarios to create influential industry-leading products.
Data development and utilization will be deepened through the high-level construction of a national data要素 comprehensive pilot zone, advancing the development of a national data annotation base in Shenyang and a data trading institution in Dalian, and facilitating the circulation and value release of data要素. Continuous efforts will be made to strengthen basic research, deepen industry-academia-research collaboration, form cross-industry and interdisciplinary innovation consortia, and explore cutting-edge technologies while tackling key core technologies to achieve original and breakthrough results.
"The era of large-scale AI application has arrived," Xu stated. "We must strengthen application orientation, deepen the 'AI+' initiative, empower numerous industries with AI, and accelerate the creation of new forms of intelligent economy and society." He also stressed the importance of cultivating a strong enterprise梯队, enhancing factor guarantees, and increasing efforts in talent training and introduction.
Earlier that day, Xu Kunlin met with Liu Qingfeng and his delegation in Shenyang. Over the past six months, the Liaoning Provincial Party Committee's Theoretical Study Center Group has maintained an intensive and highly targeted schedule, focusing on frontier areas and key directions of new quality productivity. Topics have included innovation in atomic-scale manufacturing, deep integration of technological and industrial innovation, the development of quantum information technology systems and industrial chains, industrial development of third-generation semiconductor gallium nitride, and the 6G industry.
"Leading cadres at all levels must keep pace with the times, embrace the era, strengthen their knowledge of cutting-edge technologies, strive to understand technology and industries, and make sound decisions to better promote the development of future industries," Xu has previously remarked.
