On June 3rd, the inaugural case was successfully processed under the new cross-regional maritime administrative service mechanism for the Bohai Rim Free Trade Zone. In a collaborative effort, the Tianjin Maritime Safety Administration and the Shandong Maritime Safety Administration handled the cross-regional vessel nationality registration for two ships, "Weiqiao Jiada 16" and "Weiqiao Jiada 20," owned by Zhongxin Shipping (Tianjin) Co., Ltd.
A representative from Zhongxin Shipping (Tianjin) Co., Ltd. highlighted the benefits, stating that while the company is registered with its port of registry in Tianjin, its operational office is located in Yantai. Previously, handling vessel-related matters required travel from the office to the port of registry. The new cross-regional processing model has not only saved significant travel time but also enabled certificate completion within just three working days. This effectively resolves the challenges of remote documentation, reduces operational costs for the enterprise, and strengthens the company's confidence in expanding within the Bohai Rim shipping market.
Historically, companies facing similar situations had to submit materials in person to maritime authorities at the port of registry in another province. This process was time-consuming, and the extended period during which vessel certificates were off the ship could disrupt normal operations and lead to financial losses for the business. To address these specific pain points and administrative bottlenecks, in April this year, maritime authorities from the Tianjin Dongjiang, Shandong (Yantai, Qingdao), Hebei Caofeidian, and Liaoning Dalian Free Trade Zones collaborated closely with enterprise needs. They jointly signed a cooperation memorandum, launching the innovative cross-regional processing initiative for administrative services within the Bohai Rim Free Trade Zone.
This initiative focuses on nine high-frequency maritime services. Utilizing a "collect and forward on behalf" model, it minimizes the need for enterprises to travel, enabling convenient and satisfactory cross-regional maritime administration processing. It represents a robust measure by maritime authorities to provide precise services to the real economy of the shipping sector and to optimize the business environment.
Moving forward, the Tianjin Maritime Safety Administration will continue to advance the development of its comprehensive administrative service framework. This involves optimizing joint processing procedures and upgrading service capabilities. The aim is to support the coordinated development of the port and shipping industry with high-quality, efficient maritime administrative services, and to persistently promote the integrated construction of maritime supervision and service support in the Bohai Rim region. These efforts contribute maritime strength to the accelerated development of a strong transportation network and to serving the national strategy for coordinated regional development.
