Market Regulator Revises Mandatory National Standards Covering New Energy and Intelligent Driving Operational Safety

China's State Administration for Market Regulation (SAMR), via the National Standards Committee, has recently approved and issued the revised mandatory national standard "Technical Conditions for Motor Vehicle Operation Safety" (GB 7258—2026). The updated standard is scheduled to take effect on July 1, 2027.

In recent years, China has witnessed a sustained increase in its motor vehicle fleet, alongside a growing penetration rate of new energy and intelligent connected vehicles. However, the adoption rate of advanced active and passive safety equipment in traditional vehicles remains relatively low, and existing safety constraints for new energy and intelligent connected vehicles are insufficient. This situation has created a complex environment where new and old safety risks are intertwined. To further enhance the operational safety of motor vehicles in China and strengthen the foundation of road traffic safety management, the Ministry of Public Security, together with the Ministry of Industry and Information Technology, the Ministry of Transport, and other departments, organized the revision of this mandatory national standard. The update focuses on four key areas to refine and enhance technical requirements.

First, the revised standard aims to improve the intrinsic safety of large and medium-sized passenger and freight vehicles. This involves expanding the range of vehicle models that require autonomous emergency braking, electronic stability control, and electronic braking systems. It also introduces new requirements for tire pressure monitoring and lane departure warning systems, which are designed to reduce risks such as vehicle rollovers and brake failure.

Second, the standard clarifies safety requirements for the application of new technologies like new energy and intelligent driving. It standardizes the use of "single-pedal" braking, virtual controls, in-car entertainment systems, and addresses aspects such as acceleration performance of new energy vehicles and power cut-off functionality after a collision. The update also mandates that new energy passenger vehicles be equipped with a function to suppress unintended acceleration from pedal misapplication. Furthermore, vehicles equipped with combined driving assistance systems must feature capabilities for activation condition confirmation, hands-off and eyes-off detection, and operational anomaly detection.

Third, the technical requirements for vehicle registration management are improved. This includes stricter rules for stamping vehicle identification numbers and the structural requirements for cargo-carrying sections. Additionally, new standards have been added for the adhesive space for enlarged license plate numbers, as well as safety technical specifications for special-shaped motor vehicles and wheeled special machinery.

Fourth, the revised standard introduces technical requirements to prevent risks associated with typical vehicle accidents. To address issues like large vehicle blind spots, driver fatigue, low seatbelt usage among passengers, and poor nighttime visibility, it adds requirements for panoramic monitoring systems or blind spot detection systems, and driver attention monitoring systems. The scope of seatbelt reminder devices is also broadened, and new rules require reflective markings on the body of three-wheeled cargo motorcycles.

The release and implementation of this standard will provide crucial technical support for motor vehicle design, manufacturing, and road traffic safety management. It is expected to significantly elevate the technical level of vehicle operational safety, playing a vital role in promoting the upgrade of the automotive industry, preventing road traffic risks, and ensuring public safety.
