Singapore Launches Over 200 AI Courses, MiniMax's Suite of Products Included in Bundled Subscription Plan

On September 16, Singapore's Skills and Workforce Development Agency (SWDA) rolled out more than 200 artificial intelligence courses, offering eligible learners a complimentary six-month subscription to advanced AI tools. Three products from MINIMAX-W (00100), namely MiniMax Agent, Hailuo AI, and MiniMax Audio, have been incorporated into this initiative through the Singtel AI Pass, providing local residents with supporting tools to learn and apply AI technology.

According to the MySkillsFuture portal, Singapore citizens aged 18 and above who enroll in qualifying AI courses are entitled to a one-time free subscription. Available options include ChatGPT Plus, Google AI Pro, Microsoft 365 Personal, and Singtel AI Pass, among others. Notably, the three MiniMax products and Manus AI are featured as Chinese AI-native applications within the Singtel AI Pass package.

The Singtel AI Pass is provided by Singapore Telecommunications Group, commonly known as Singtel. As Singapore's largest mobile network operator and one of the city-state's most valuable listed companies, Singtel is backed by Temasek Holdings and operates across telecommunications, enterprise technology services, and data centers. In October 2024, Singtel announced collaborations with AI Singapore, Nanyang Technological University, and the National University of Singapore to develop curricula aimed at equipping over 10,000 local Singtel employees with AI skills.

In recent years, the Singapore government has introduced numerous learning and career support initiatives. SWDA, in partnership with the Singapore Institute of Technology, developed the AI Ready Quiz to help the public assess their AI capabilities and receive course recommendations. Additionally, the newly established Connect by SWDA center consolidates career guidance, skills training, and employment support services. Acting Minister for Manpower, Jasmin Lau, stated that the government aims to make it easier for citizens to learn, practice, and apply new skills to practical tasks, gradually building confidence in using AI.

These efforts build on Singapore's broader policy direction to expand AI adoption. In March of this year, the Ministry of Digital Development and Information launched the National AI Impact Initiative, which targets supporting 100,000 workers in mastering AI applications for their roles and assisting 10,000 enterprises in deepening AI integration over the next three years. Professional training is set to begin in fields such as accounting and law, gradually extending to areas like human resources.

As a partner in this subscription plan, MINIMAX-W 's self-developed multimodal models and AI-native applications have served over 300 million individual users across more than 230 countries and regions, along with 2 million enterprise clients and developers from over 100 countries. This month, Saudi Arabian AI company HUMAIN released Humain-M3, an Arabic-language model built on MiniMax M3, and opened it for research preview. Concurrently, Genspark launched Gen-1, a model fine-tuned through reinforcement learning based on M3, powering its AI Slides presentation generation service.

At the 2026 World Artificial Intelligence Conference, a consensus emerged on promoting inclusive AI development through open-source approaches, enhancing the accessibility of AI technologies and services. Chinese large-model enterprises, represented by MINIMAX-W , are supporting overseas companies in developing products tailored to specific languages and tasks through open-source models, while also collaborating with local institutions to provide application services for AI course participants. These cross-border partnerships expand opportunities for overseas enterprises and individual users to develop and utilize AI, advancing the reach of artificial intelligence to broader populations.

Model openness and international application collaborations offer diverse pathways for Chinese AI firms to serve overseas developers and consumers, with business growth already reflected in revenue figures. According to MINIMAX-W 's 2026 interim results disclosure, MiniMax's To B business accounted for approximately 80% of revenue in August this year, with corporate and developer adoption of its models accelerating notably. Internationalization remains a key characteristic of MINIMAX-W 's revenue structure, with overseas income contributing around 60% in the first half of the year. An increasing number of clients are now utilizing language, vision, and audio capabilities simultaneously, with M3 and H3 models jointly driving usage growth and annual recurring revenue expansion.

As domestic models and AI applications continue to iterate, Chinese AI enterprises are poised to secure cooperation opportunities across more countries and industries, leveraging their established customer bases and partnership experience to further penetrate overseas markets. As more products integrate into local business processes and everyday consumer usage, this is expected to stimulate demand for model calls, enterprise procurement, and application subscriptions, providing sustained support for the overseas revenue growth of Chinese AI companies.
