Today, an increasing number of people in Xingguo County are experiencing the positive changes brought by enhanced online food delivery supervision. This sense of security stems from the local government's precise and efficient implementation of the "Four Ones" governance practices.

Establishing a "Dynamic Regulatory Ledger": Clear Baseline and Traceable Records

Adhering to the principles of "one file per entity, dynamic updates, and full-process traceability," Xingguo County has established a dynamic regulatory ledger for online catering operators. This initiative thoroughly clarifies the operational baseline of the online food delivery businesses within its jurisdiction.

For the 675 online catering merchants registered on three major delivery platforms, exclusive regulatory files have been created for each. These files meticulously record 12 types of core information, including business licenses and food operation permits, achieving a 100% filing rate. Relying on online platform data monitoring and offline on-site verification, dedicated personnel update the ledger information in real-time, with a cumulative total of 154 updates, realizing "clear baseline, understood situation, and accurate dynamics."

Simultaneously, weekly cross-referencing is conducted between the ledger information and the platform merchant data, involving 1,271 data comparisons cumulatively. This process has led to the investigation and handling of 72 non-compliant merchants. The rate of credential disclosure among online merchants has increased from 68% before the rectification to 99%.

"Being able to clearly see the merchant's licenses on the delivery platform makes ordering feel more secure," said Mr. Zhang, a local resident.

Defining a "Responsibility and Risk Checklist": Solid Accountability and Precise Prevention

Focusing on the implementation of food safety responsibilities for online catering, Xingguo County has formulated a dual checklist encompassing both "responsibility and risk." This aims to solidify accountability layer by layer and ensure targeted efforts in rectification.

The county clarified responsibilities for 32 staff members from relevant functional departments, assigning them to specific zones and holding them personally accountable. It reinforced six review obligations for the delivery platforms and issued food safety notification letters to all 675 online merchants, ensuring responsibilities are fulfilled.

Eight types of high-frequency risk points were identified, such as non-standard credential display and unsanitary kitchen conditions, with 23 detailed prevention and control measures outlined. This provides clear direction for supervision and focus for rectification.

The handling procedures for 10 categories of违规行为 were standardized. Cumulatively, 32 merchants received warnings; 3 were suspected of using expired ingredients; 1 case involved a suspected unrectified food safety issue; and 1 platform is under investigation for suspected failure to fulfill legal review obligations. The volume of food safety complaints and reports related to online catering decreased by 45% month-on-month, with both the case resolution rate and public satisfaction reaching 100%.

Implementing a "Closed-Loop Rectification Measure Set": Solving Problems and Achieving Tangible Results

Complementing the "one ledger, one checklist" system, Xingguo County established a closed-loop rectification process of "inspection—assignment—rectification—re-inspection—consolidation." This resolutely prevents issues of "inspection without correction or correction without substance."

By combining "online big data screening with offline on-site verification," a cumulative total of 381 merchant inspections were conducted, uncovering 952 various problems. Each problem was assigned a responsible person for rectification, along with specific measures and deadlines.
