CEB WATER (01857) announced that it has recently secured two new projects in Jiangsu Province: the third phase of the Huai'an Huaiyin East City Wastewater Treatment Project (Huaiyin Project) and the second stage of the first phase of the Jiangyin High-tech Zone Wastewater Treatment Plant (Jiangyin Plant). Both projects are structured as Engineering, Procurement, Construction plus Operation (EPC+O) contracts. The successive awarding of these projects marks a significant step for CEB WATER in deepening its presence in the core area of the Yangtze River Delta and advancing its efforts in the water environment management sector. It also highlights the company's role as a leading environmental service provider in promoting regional water environment governance and supporting high-quality regional development.
The third phase of the Huaiyin Project involves an investment of approximately RMB 90 million and will be developed under a Build-Operate-Transfer (BOT) model. Its concession period will align with the first and second phases, ending in July 2050. This phase is designed with a daily municipal wastewater treatment capacity of 20,000 cubic meters, and the treated effluent will meet the Class A standards of Jiangsu's local discharge standard for urban wastewater treatment plants (DB32/4440-2022). CEB WATER had previously secured the first and second phases of the Huaiyin Project in 2019 and 2021, with a total investment of around RMB 306 million and a combined design capacity of 100,000 cubic meters per day. The effluent quality from those phases complies with the Grade 1-A standard under the national urban wastewater treatment plant pollutant discharge standard (GB18918-2002). The addition of the third phase signifies a continued deepening of cooperation between CEB WATER and Huai'an City in the water sector, strengthening the foundation for improving local water quality and protecting the aquatic ecosystem through enhanced wastewater treatment capacity.
The first phase of the Jiangyin Plant is designed for industrial wastewater treatment with a total capacity of 30,000 cubic meters per day, to be constructed in two stages—each with a treatment capacity of 15,000 cubic meters per day. A consortium led by CEB WATER secured the EPC+O contract for the first stage of the first phase in 2023, which commenced operation in the second half of 2024, providing professional and stable industrial wastewater treatment services for the microelectronics industrial park in Jiangyin High-tech Zone. The newly awarded second stage EPC+O project will also be undertaken by the same consortium. Under this arrangement, CEB WATER will be responsible for operation management and will receive operation service fees over a six-year period. Xuzhou Municipal Design Institute Co., Ltd., a subsidiary of CEB WATER, will handle the design work, while other consortium members will manage procurement and construction. Once operational, the full first phase of the Jiangyin Plant will better meet the industrial wastewater treatment needs of park enterprises, supporting Jiangyin High-tech Zone's industrial upgrade and its goal of becoming a national-level green park, leveraging CEB WATER's technical expertise and operational experience in industrial wastewater treatment.
In addition, CEB WATER signed a contract in January of this year to supply linear valve equipment for the first phase of the Anyang Municipal Wastewater Treatment Center in Henan Province, supporting local efforts to improve wastewater treatment efficiency and enable smart upgrades at the plant. In March, the company secured a contract for a defluorination process package as part of the industrial wastewater treatment standards upgrade and supporting pipeline network construction project in Yixing Economic Development Zone, Jiangsu, aiding the green transformation of Yixing's electronics industry.
