In the first half of this year, Heilongjiang Province has deeply advanced the digital transformation, intelligent upgrading, and network connectivity of its manufacturing sector. The province's industrial digital transition has progressed from isolated breakthroughs to systematic leaps and from model demonstrations to widespread adoption across the region. The pace of transformation for this traditional industrial base towards digitalization and intelligence has consistently accelerated, with notable results emerging.
During this period, the digitalization level of designated large-scale manufacturing enterprises and specialized, sophisticated, distinctive, and innovative small and medium-sized enterprises (SMEs) in Heilongjiang has steadily improved. The province added 401 enterprises achieving a national digital transformation level of tier one or above, bringing the cumulative total to 2,450. This represents an increase of 14.3 percentage points compared to the beginning of the year, reaching a proportion of 67.2%.
Heilongjiang is advancing the construction of "3+3" national and provincial-level pilot cities for SME digital transformation to high standards. It has established a comprehensive, closed-loop work system featuring dynamic control and full-process effectiveness evaluation. In the first half of the year, 370 additional enterprises signed contracts for digital transformation projects, bringing the cumulative total to 1,164 and completing 70.6% of the annual target. Harbin City successfully passed the final performance acceptance for the first batch of national pilot cities. Qiqihar, Mudanjiang, Jiamusi, and Jixi have all completed their mid-term performance evaluations with high quality. The radiating demonstration effect of the provincial pilot program continues to expand, accelerating the formation of a coordinated, province-wide transformation landscape.
Adhering to a tiered and iterative upgrade approach, Heilongjiang has constructed a four-level intelligent factory cultivation system comprising foundational, advanced, excellent, and leading tiers. This system drives traditional manufacturing enterprises to leap from basic digitalization towards high-end intelligent upgrading. In the first half of the year, the province newly recognized 42 foundational-level and 15 advanced-level intelligent factories, bringing the cumulative totals to 408 and 46, respectively.
The province continues to strengthen the demonstration cohort of SMEs undergoing digital transformation. In the first six months, 50 provincial-level digital transformation benchmark SMEs were newly recognized, raising the cumulative total to 247.
Focusing on the pain points and difficulties enterprises face during digital transformation, Heilongjiang has established a comprehensive, all-encompassing supply-demand matching service platform to remove bottlenecks in transformation services. In the first half of the year, the province conducted a total of 34 digital transformation supply-demand matching events, achieving full coverage across all 13 prefecture-level cities. These events involved over 1,500 enterprises and more than 2,700 participants.
Heilongjiang is fully implementing a series of supportive policies, including the 20-point plan for manufacturing "intelligent transformation, digitalization, and networking," as well as policies for technological upgrading and equipment renewal. In the first half of the year, provincial fiscal funds totaling 3.6 billion yuan were disbursed, benefiting enterprises 277 times and leveraging 24 billion yuan in enterprise investment for digital upgrades.
To solidify the foundational digital infrastructure, the province has issued the "Heilongjiang Province Computing Power Voucher Management Measures (Trial)" and established a provincial-level computing power supply-demand matching platform. This initiative aims to empower manufacturing upgrades with computing power and drive industrial transformation with data, laying a solid foundation for the high-quality digital and intelligent development of the province's industry.
