A deep dive into the "15th Five-Year Plan" special initiative reveals that a new-generation communication network is slated for full deployment by 2030, with commercial 6G services set to launch at an appropriate time. Looking toward the 2030 timeframe, the plan lists 13 primary targets across five key areas: overall development, innovation, green growth, infrastructure, and application adoption. These goals include reaching 4.1 trillion yuan in industry revenue for the information and communication sector, 3.8 trillion yuan in cumulative infrastructure investment, 50 5G (including 5G-A) base stations per 10,000 people, and a 95% user penetration rate for 5G (including 5G-A) by 2030.
It's been observed that numerous leading companies are already positioning themselves for the future, focusing on 6G technology, massive AI computing clusters with ten-thousand or even one-hundred-thousand cards, and integrated space-terrestrial networks. For instance, the China Telecom Research Institute, in collaboration with partners, has completed technical trials for coordinated networking involving high-orbit, medium-orbit, and terrestrial systems for 6G. Meanwhile, China Mobile is exploring new business models and service formats for 6G intelligent applications, such as embodied intelligence and intelligent agent communication. Additionally, Dawning Information Industry has connected its fully domestic 100,000-card AI supercluster, the Sugon 8000 (Dengfeng), to the National Supercomputing Internet.
The plan also outlines steps to strengthen and expand the information and communication industry ecosystem. It details four key tasks: tackling core technologies, enhancing the resilience of the industrial and supply chains, building out standards systems, and fostering integrated innovation and development among large, medium, and small enterprises. Specific initiatives include accelerating the R&D and application of new optical fiber technologies like hollow-core fiber, developing 6G-enabled smartphones, and promoting the coordinated optimization of new terminals—such as smart glasses, smart home hubs, and brain-computer interfaces—with communication networks.
Industry insiders believe that the construction of this new-generation communication network will create dual opportunities for technological iteration and market expansion across the entire industrial chain. According to projections, over the next five years, this network is expected to drive approximately 7 trillion yuan in total output from both upstream and downstream sectors.
Deng Daozheng, deputy director of the Sai Zhi Industrial Research Institute, noted that the new-generation communication network will foster the growth of a diverse industrial ecosystem and become a key force in driving the upgrade of intelligent industries. In the upstream sector, it will stimulate the development of high-frequency semiconductors and materials, core chips, optical communication components, and key satellite parts. In the midstream, it will directly spur trillion-yuan level investments in network equipment and infrastructure, promoting the growth of base stations, optical network equipment, servers, switches, and satellite manufacturing. Downstream, it will boost the development of new intelligent terminals, integrated sensing and communication modules, and perception devices, while also empowering the digital transformation of industries like smart manufacturing, smart cities, and intelligent transportation.
