Initial Steps in Standardization
In other regional news, the city of Shaoxing has taken a leading national role by contributing to the development of a new aviation standard.
The China Aircraft Owners and Pilots Association has released and implemented the group standard titled "Specification for Integrated Operation of Manned and Unmanned Aircraft in Low-Altitude Airspace."
This specification was jointly drafted by the Shaoxing Transportation Bureau, the Shaoxing Comprehensive Transportation Operation Monitoring Center, and institutions including the Civil Aviation University of China.
This move signifies a critical step forward for Shaoxing in the national construction of a standard system for the low-altitude economy.
Han Peng, an aviation expert from the Civil Aviation University of China, noted that Shaoxing's contribution extends beyond drafting the standard, stemming from its pioneering exploration in the low-altitude economy sector.
Since 2024, the Shaoxing Transportation Bureau has conducted research on general aviation and drone operations in Xinchang, producing a specialized study report and collaborating with expert teams for rule research and validation.
Exploratory operations were successfully conducted at Xinchang Wanfeng Airport in April 2025, followed by the completion of a project acceptance for the integrated development plan of manned and unmanned aircraft in Shaoxing later that year.
A representative from the Shaoxing Transportation Bureau highlighted three core aspects of the new specification: operational rules that establish "right-of-way principles" for aircraft, separation standards that provide quantitative safety distance baselines, and support mechanisms that ensure full-chain coverage from takeoff to landing.
The standard incorporates local low-altitude airspace management practices and operational data, offering a replicable "Shaoxing Model" for the regular integrated operation of national low-altitude airspace.
