**Public-Private Collaboration: Creating a "Guangzhou Model" for Megacity Security Operations** "Previously, cybersecurity services for over 500 government units in Guangzhou were fragmented, with each entity building its own security systems. The establishment of the Guangzhou Digital Security Operations Center has centralized resources, reduced costs, and significantly enhanced the security of the city's government external network, effectively countering various cyber threats," said a representative from the Guangzhou Municipal Government Service Data Administration.

Inside the center, impressive statistics stand out: Since its official launch on May 20, 2023, it has provided 24/7 standardized, high-quality, and integrated cybersecurity services for over 500 institutions and 1,900 government application systems. It has successfully passed 14 national, provincial, and municipal cyber defense drills, achieving zero major security incidents and ranking first in the "YueDun-2024" exercise. Additionally, it has received gratitude letters from 216 institutions, solidifying its reputation as "Guangzhou’s Premier Government Security Shield."

As China’s first megacity digital security operations center, it was established in response to Guangzhou’s data security challenges. Co-developed by the Guangzhou Municipal Government Service Data Administration and CHINA UNICOM, it follows a unified development strategy, promoting digital government reforms with "five uniform standards" and building a secure, efficient, and shared digital infrastructure. The center focuses on six key areas: government external network backbone, cloud-based operational environments, network access boundaries, terminal security, cloud and on-premises systems, and holistic security operations.

The center has set four industry benchmarks: the highest-value standalone security project, the first megacity security operations entity, the largest managed platform components and alert monitoring system, and the highest number of dedicated security personnel nationwide.

**Innovation-Driven: Forging a Self-Controlled "Security Sword"** In an era where digital economies expand rapidly and cyber threats grow increasingly complex, self-developed core technologies are critical to cybersecurity.

As the implementer and service provider of the Guangzhou Digital Security Operations Center, CHINA UNICOM Guangdong has built a centralized, multi-dimensional security framework covering "cloud, network, edge, terminal, and applications." This enables round-the-clock threat detection and protection, creating a unified digital security strategy for Guangzhou.

The center’s unified security operations platform is based on CHINA UNICOM's self-developed "MoGong" system, which leverages the company’s cloud-network resources to provide large-scale threat detection, countermeasures, and attack tracing. The platform supports a four-tier security operations service system spanning national, provincial, municipal, and county levels.

Moving forward, the center will amplify government-driven demand to strengthen digital security industry planning, attract upstream and downstream enterprises, and enhance the industrial ecosystem, fostering new momentum for Guangzhou’s digital economy.

**Ecosystem Integration: Building a National-Level Cybersecurity "Industry Hub"** As a leader in the cybersecurity industrial chain, CHINA UNICOM is driving collaborative development in the Greater Bay Area.

At its cybersecurity base, red and blue teams engage in daily attack-defense simulations. On July 19, 2025, CHINA UNICOM unveiled this flagship facility—China’s first large-scale cybersecurity scientific installation—during its Partner Conference. The base serves national cybersecurity strategies through six specialized centers: Cyber Attack-Defense, Threat Intelligence, Inspection & Certification, Industry Incubation, R&D, and Education & Training.

Key functions include: - **Cyber Attack-Defense Center**: Operates a national-level cybersecurity range for multi-scenario drills. - **R&D Center**: Develops dual-purpose offensive/defensive technologies with universities and enterprises like HKUST and South China University of Technology. - **Threat Intelligence Center**: Provides real-time alerts and actionable data across eight security scenarios. - **Education & Incubation Centers**: Foster talent and commercialize innovations, creating a "R&D-Talent-Industry" cycle.

These centers synergize to make the base a pivotal force in national cyberspace defense and industrial advancement.

In September 2024, CHINA UNICOM announced the Greater Bay Area (Pazhou) Cybersecurity Industrial Park project, which will host the national cybersecurity industrial park and the Guangzhou Digital Security Operations Center. Expected to attract over 100 top-tier cybersecurity firms, it will accelerate industrial clustering, core tech innovation, product diversification, and talent cultivation. On December 7, 2025, the base will showcase new achievements at the Greater Bay Area Science Forum’s ICT sub-forum.
