Recently, the All-China Federation of Supply and Marketing Cooperatives issued the "High-Quality Development Action Plan for the Construction of a Modern Agricultural Product Distribution Service Network for Supply and Marketing Cooperatives (2025-2027)". The plan implements a "Distribution Service Quality Project" aimed at promoting integrated urban-rural development and agricultural and rural modernization.
Key Objective: A More Robust Distribution Network
The scheme sets a clear goal: by 2027, the sales capacity of supply and marketing cooperatives for agricultural products will be continuously enhanced, the supporting role of cold chain logistics will be effectively leveraged, online and offline channels will accelerate their integration, and the pathways for moving agricultural products to market will be further broadened. The leading capacity of agricultural product operating enterprises will be significantly improved. A modern, efficient, and smooth agricultural product distribution service network that connects urban and rural areas and coordinates production and sales will become more robust. A new pattern of distribution services characterized by scale, digitalization, green practices, and branding will accelerate its formation, playing a greater role in advancing urban-rural integration and speeding up agricultural and rural modernization.
Six Core Tasks: Network, Cold Chain, E-commerce, Connectivity, Quality, and Leadership
The plan outlines six key tasks covering the entire agricultural product distribution chain. The first is to focus on building a strong agricultural product sales network. It proposes strengthening the hub function of wholesale markets, with the goal of nurturing 30 backbone wholesale markets by 2027. It also aims to improve urban retail endpoints like fresh supermarkets and community greengrocers, create "smart agricultural markets", and actively build cross-regional production-sales collaboration consortia to enhance emergency supply capabilities.
The second task is to steadily improve the service and support level of cold chain logistics. This involves deepening the construction of a public-type agricultural product cold chain logistics system, creating an upgraded version of the "612 Project", promoting a "1+N" linkage model for origin cold chain logistics, accelerating the establishment of national and regional public service information platforms for cold chain logistics, and advancing the "Network Formation Action" for cold chain logistics.
The third is to accelerate the development of agricultural product e-commerce. This aims to effectively expand the scale of online agricultural product sales, cultivate "Supply and Marketing Good Hosts", and build e-commerce brands for supply and marketing cooperatives' agricultural products. It also involves developing joint distribution for agricultural products, improving the three-tier (county-township-village) logistics distribution system, and clearing the "first mile" for getting agricultural products to market.
The fourth task focuses on continuously innovating methods for connecting agricultural production with sales. The entire system will jointly build the "Supply and Marketing Fair" brand for agricultural product sales promotion activities, develop direct supply and direct sales businesses, promote cooperative models like contract farming and integrated production and marketing, continue consumer assistance efforts, and advance the construction of platforms like the "832 Platform".
The fifth is to actively promote quality and efficiency improvements in the agricultural product supply chain. This involves guiding leading enterprises to extend their reach to support grassroots levels, promoting green agricultural inputs, and establishing production bases for green, organic, specialty, premium, new, and geographical indication agricultural products. It also aims to create a brand matrix for supply and marketing cooperatives' agricultural products, promote the development of "time-honored brands", strictly manage quality and safety, and establish sound internal traceability systems.
The sixth task is to categorize and cultivate stronger agricultural product distribution enterprises. This includes expanding modern distribution backbone enterprises, strengthening a group of regional leading distribution companies, and supporting agricultural product operating enterprises within the system to "go global" and explore international markets.
Policy Coordination: Ten Departments Jointly Promote Agricultural Product Consumption
In July 2025, ten departments including the Ministry of Agriculture and Rural Affairs, the National Development and Reform Commission, and the Ministry of Commerce issued the "Implementation Plan for Promoting Agricultural Product Consumption". This plan proposes a series of measures from three aspects: optimizing the supply side, innovating the distribution side, and activating the market side, aiming to unleash diverse, quality, and differentiated consumption potential and effectively expand agricultural product consumption. The issuance of the federation's action plan represents a concrete step by the supply and marketing system to implement the national strategic deployment for agricultural product distribution.
Industry experts indicate that the release of this plan marks the entry of the supply and marketing cooperatives' agricultural product distribution network construction into a new stage of quality enhancement. Through system linkage, digital empowerment, and brand leadership, it will effectively promote cost reduction and efficiency improvement in agricultural product distribution, playing a greater role in serving the consumption upgrade of urban and rural residents and increasing farmers' income.
