This year marks both the opening of the 15th Five-Year Plan period and the 90th anniversary of the Long March. On September 19th, the 26th National Defense Education Day in China, the city organized its 19th air defense warning test alongside a centralized educational campaign themed "Carrying Forward the Great Long March Spirit, Uniting to Build a Strong National Defense." The event unfolded across the entirety of Jing'an District under unified city directives, featuring a main venue at Shimen Er Road Sub-district and 13 additional sub-district and town venues. A total of 69 warning sirens rang out across the district, with over one hundred thousand residents participating in the evacuation drills and educational activities. The district government specifically guided Shimen Er Road Sub-district in conducting the main drill and launch ceremony at Jing'an Sculpture Park. Dai Tao, a member of the District Party Committee Standing Committee and commander of this operation, along with other leaders, jointly initiated the 2026 Jing'an District Air Defense Warning Test Comprehensive Drill and the National Defense Mobilization Educational Campaign.
During the event, a youth flag-raising ceremony titled "Growing Under the National Flag" was held, followed by the mustering of fire rescue, protection rescue, emergency response, medical aid, public security maintenance, evacuation guidance, and militia emergency units. A variety of performances took the stage, with participants of all ages using artistic expression to convey defense knowledge, passing on the revolutionary heritage, fostering deep patriotic feelings, and vividly portraying the unity of the military and civilians in building an unbreakable national defense line. The educational area featured five themed zones: "National Defense Mobilization Strengthens Foundations," "Civil Air Defense Fun Learning," "Emergency Rescue Skills Training," "Medical Care Safeguards Peace," and "Emerging Fields Toward the Future." Departments including the District People's Armed Forces Department, the District National Defense Mobilization Office, the District Emergency Management Bureau, and the District Red Cross, along with volunteers, organized knowledge boards, equipment displays, and interactive skill experiences. Given that Shimen Er Road Sub-district sits within the "Nanjing West Road-Suhe Bay Central Vitality Zone" with its numerous commercial office buildings, limited resources, dense population, and aging residents, the drills were tailored to the realities of urban air defense in an information-driven era. The approach was classified and combined shelter and evacuation strategies. Beyond core subjects like public security control, chemical defense detection, and firefighting, the drills focused on key objectives such as strengthening medical rescue organizations, ensuring support for special populations, rescuing people in high-rise buildings, allocating civil air defense shelter resources efficiently, planning evacuation routes for key areas, and optimizing evacuation methods. This effectively connected the three-tier organizational command system of "sub-district-comprehensive grid-grassroots unit" and established a response model of "self-response from community forces, support from district-level forces," fully demonstrating the integrated use of emergency and wartime resources and the integration of national defense mobilization into grassroots "multi-grid unification" efforts. This significantly enhanced the core urban area's comprehensive protection capabilities and grassroots wartime mobilization organizational capacity.
All sub-districts, towns, and relevant departments also conducted tailored drills and publicity activities based on their specific characteristics. For instance, Jiangning Road Sub-district used residential communities as realistic training grounds, incorporating immersive civil defense and fire rescue training while coordinating multiple forces to integrate drills, national defense education, and conscription mobilization. Caoyang Road Sub-district adopted a dual-track model of centralized teaching and decentralized practical operations, including air defense and disaster prevention subjects, rope skills practice, and national defense badge-collecting interactive activities to strengthen residents' awareness of defense readiness and self-help skills. Linfen Road Sub-district organized residents from Bus Fleet No. 10, the Anye Comprehensive Grid, Wenxi Road 251 Lane, and Linfen Road 299 Lane to take "National Defense Education Themed Buses" to gather at "Shuhe Park" for air defense evacuation drills, effectively testing the scientific validity and feasibility of the sub-district's grassroots defense mobilization system and emergency evacuation plans, while deeply integrating Long March spirit heritage with national defense education through the drills. Gonghexin Road Sub-district highlighted "grid empowerment, merchant participation, full coverage, educational integration, and combat realism," organizing evacuation drills with residential communities as units and incorporating the Long March spirit throughout the entire process. Zhijiang West Road Sub-district brought in teachers and students as core participants, conducting the area's first school-community joint air defense drill, effectively promoting civil air defense education on campus. Other sub-districts and towns also set up drills for shelter and evacuation, emergency rescue, and other subjects tailored to their local building and community scenarios, paired with diverse national defense publicity activities such as stories from veterans of the Anti-Japanese War, equipment exhibitions, and painting and board displays, forming a district-wide, coordinated pattern of activities with distinct local highlights.
A day prior, the district's education system organized relevant drills across all schools. Building on full coverage of all 14 sub-districts and towns and 268 residential (village) committees, the district actively mobilized relevant departments and district-owned enterprises to widely post air defense warning test notices and themed posters in communities, schools, hospitals, office buildings, commercial outlets, transit points, parks, construction sites, and tourist attractions—everywhere residents live and work. This comprehensive publicity effort ensured citizens fully felt that national defense mobilization (civil air defense) information was right at their doorstep. The District National Defense Mobilization Office, District Propaganda Department, District People's Armed Forces Department, and District Education Bureau jointly issued the "Notice on the 2026 Jing'an District National Defense Mobilization Centralized Educational Campaign Series." From August to November, activities will continue around the theme of "Carrying Forward the Great Long March Spirit, Uniting to Build a Strong National Defense," using a combination of point-and-area approaches, coordinating across departments, and employing multiple measures to deeply implement the series of national defense mobilization educational campaigns. Dai Tao and leaders from member units of the district's Air Defense Warning Test Command Headquarters oversaw the entire air defense warning test and evacuation drill operation throughout the district.
