China's central bank announced the establishment of a Bond Market Non-Bank Swap Facility (BNSF).
The People's Bank of China said it will support systemically important bank wealth management subsidiaries and public fund managers, along with their parent banks or securities parent companies, to borrow central bank bills for repo financing.
This mechanism applies under specific scenarios where asset management institutions face herd liquidity risks and the bond market comes under systemic pressure, allowing eligible bonds or product shares of redeemed public funds to be purchased and pledged to the PBOC.
Participating institutions must continuously meet prudential financial market management requirements and maintain market discipline.
PBOC Governor Pan Gongsheng previously stated at the Financial Street Forum that the central bank would work with the National Financial Regulatory Administration and the China Securities Regulatory Commission to set up a liquidity support tool for large non-bank redemptions.
The goal is to establish a bond market stabilization mechanism, activated when asset management institutions face herd liquidity risks and the bond market experiences a negative redemption-to-selling spiral.
The policy affects Chinese brokerage stocks and mainland insurance stocks listed in Hong Kong.
