After the adjustment, the policy implementation period is from September 1, 2025, to December 31, 2026. The implementation period for the fiscal subsidy policy on credit card bill installments is from January 1, 2026, to December 31, 2026.
Question 2: What changes have been made to the scope of the subsidy? Answer: Starting January 1, 2026, residents who use our bank's credit cards to apply for bill installment services (limited to RMB bills) can enjoy the subsidy policy in accordance with regulations. Furthermore, the restriction on consumption amounts of RMB 50,000 and above has been lifted. After the adjustment, for consumption in various sectors financed through our bank's personal consumption loans during the policy period, as well as newly initiated credit card bill installments, subsidies can be enjoyed as per regulations following our bank's verification of their authenticity and compliance.
Question 3: What changes have been made to the subsidy standards? Answer: The annual subsidy ratio is 1 percentage point (calculated based on the eligible principal of the personal consumption loan actually used for consumption or the eligible principal of the credit card bill installment). The cumulative annual subsidy ceiling for all personal consumption loans and credit card bill installments that a single borrower can enjoy with our bank is RMB 3,000. Additionally, according to the latest policy requirements, effective January 1, 2026, the requirement for a per-transaction subsidy cap of RMB 500 and the requirement for a cumulative subsidy ceiling of RMB 1,000 for personal consumption loans below RMB 50,000 have been abolished.
Question 4: Can loans for which subsidy agreements were signed earlier enjoy subsidies under the latest fiscal subsidy policy? Answer: For loans where the "Personal Consumption Loan Fiscal Subsidy Service Agreement" was signed previously, consumption occurring after January 1, 2026, will automatically be subject to the latest fiscal subsidy policy; there is no need to re-sign the agreement.
Question 5: How to apply for the credit card bill installment subsidy? Answer: Customers can sign a subsidy addendum during the process of applying for our bank's credit card bill installment service. Alternatively, they can retrospectively sign the subsidy addendum for bill installment services already processed during the fiscal subsidy policy period through the "Merchant Pay App - Borrowing Channel - Subsidy Zone," thereby agreeing to our bank applying the subsidy to eligible installment transactions. If a customer does not sign the addendum, they will not receive the subsidy, but this does not affect their normal application for and processing of credit card bill installments. The aforementioned functions are expected to be launched on our bank's proprietary channels (including the Mobile Banking App, Merchant Pay App, credit card customer service hotline, etc.) on January 23, 2026.
Question 6: How to receive the subsidy funds? Answer: To simplify operations, our bank will calculate the subsidy amount based on the policy-specified subsidy ratio and ceiling. When customers make interest payments on their personal consumption loans with our bank, a portion of the interest equivalent to the subsidy amount will be directly deducted. For credit card bill installments with our bank, after the principal and installment interest for each period are posted, the corresponding subsidy amount eligible for that period will be refunded to the customer.
Question 7: How to check the status of the credit card bill installment subsidy? Answer: Customers can check the subsidy amount and details of installment transactions that have already received subsidies through the "Merchant Pay App - Borrowing Channel - Subsidy Zone."
Question 8: What are the consequences of fraudulently obtaining subsidy funds? Answer: Our bank will provide subsidies for personal consumption loans and credit card bill installments that meet policy requirements based on market-oriented and rule-of-law principles. We strictly prohibit the use of fake qualifications, fake materials, fake guarantees, fake transactions, fake purposes, or obtaining loans through illegal intermediaries. For cases where approval is not granted by relevant departments or where subsidy funds are obtained illegally or in violation of regulations, our bank will reduce or recover the funds as stipulated. Furthermore, borrowers who illegally obtain subsidy funds will have this recorded in their personal credit history and will be dealt with seriously according to laws and regulations.
