Eight government departments, led by the Ministry of Commerce, have jointly released an action plan designed to boost smart home consumption. The initiative is aligned with central government strategies and implements the 15th Five-Year Plan's goals of enriching smart home scenarios and supporting the renovation and intelligent upgrade of older housing stock. The plan aims to expand the supply of high-quality products to meet the diverse consumption needs of different groups and further stimulate the smart home market.
The first key area focuses on increasing the supply of premium smart home products. The authorities encourage manufacturers to intensify research and development efforts, while supporting home furnishing malls and shopping centers in establishing smart home experience centers and model rooms. The plan also calls for cultivating large, reputable renovation companies and platforms that offer personalized and diverse service packages, including custom and appointment-based services. Furthermore, it promotes the creation of smart home software and hardware solutions built on domestic open-source operating systems.
To support this growth, a comprehensive upgrade of the smart home standards system is planned. This includes refining product intelligence grading standards and accelerating the implementation of mandatory national standards for device interconnection to enable seamless whole-home smart integration. The plan also prioritizes the adoption of IPv6 for home broadband networks by telecom operators and mandates the installation of basic smart products in newly constructed, fully-furnished residential buildings. Additionally, efforts will continue on developing standards for smart homes and smart communities.
Consumption will be actively supported through the 2026 consumer goods trade-in policy framework. Local governments are empowered to determine appropriate subsidy categories and levels for smart home products based on regional conditions, with support for the purchase of new whole-home smart systems.
A dedicated section of the plan addresses the development of senior-friendly smart home solutions. This involves promoting products such as home service robots, health monitoring devices, and intelligent care equipment. Manufacturers are guided to incorporate age-friendly design principles regarding product dimensions, ease of operation, dialect recognition, and safety features. The plan also encourages the certification of products specifically designed for the elderly population.
To ensure environmental sustainability, the plan outlines the construction of a streamlined recycling service chain. Local authorities are instructed to rationally plan recycling networks for old home furnishings, incorporating them into existing development plans with appropriate land and space support. Collaboration between home furnishing companies and recyclers is encouraged to offer services like "delivery of new with collection of old" and "internet plus recycling," alongside the promotion of mobile recycling models.
Community-level convenience will be enhanced through the development of "15-minute convenient living circles." Leading enterprises are encouraged to establish comprehensive home renewal service stations in eligible neighborhoods, integrating services such as maintenance, storage, and trade-in programs, while also creating spaces for experiencing whole-home smart technology.
Finally, the plan calls for increased financial support. Financial institutions are encouraged to develop diverse consumer finance products tailored to home furnishing and renovation needs. The government will utilize personal consumption loan interest subsidy policies to guide financial institutions in increasing credit support for smart home consumption, thereby actively assisting consumers in purchasing these products. The plan was jointly issued by the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, and the State Administration for Market Regulation.
