Proposed Road Traffic Law Amendment Introduces Dedicated Chapter for Autonomous Vehicles

A draft revision to the Road Traffic Safety Law, presented for its first review at the Standing Committee of the 14th National People's Congress on August 25th, introduces a dedicated chapter titled "Special Provisions for Autonomous Vehicles." This new section establishes clear definitions for autonomous vehicles and driver-assistance functions, and specifies that when a traffic violation occurs while the autonomous driving function is activated, the manufacturer or importer of the vehicle will be responsible for handling the matter.

For vehicles where the autonomous driving function is not activated, as well as for vehicles equipped solely with driver-assistance features operating on the road, the existing regulations governing non-autonomous vehicles will continue to apply. This delineation ensures a clear legal framework for the evolving landscape of automotive technology.
