The Ministry of Industry and Information Technology has issued a notice on launching the construction of specialized, refined, distinctive, and innovative empowerment centers.
During the "15th Five-Year Plan" period, a batch of such empowerment centers will be built across the country following a "pilot first, then promote" model, forming an empowerment network that covers key fields and reaches nationwide.
The initiative aims to address shortcomings in high-level technological innovation services for small and medium-sized enterprises, improve the guarantee level of innovation resource elements, and accelerate the enhancement of SMEs' innovation capacity, core competitiveness, and industrial chain supporting capabilities.
It seeks to significantly improve the quality of SMEs' specialized, refined, distinctive, and innovative development, with a continuous emergence of specialized, refined, distinctive, and innovative "little giant" enterprises.
The move is intended to provide strong support for developing new quality productive forces, strengthening advanced manufacturing, and building a modern industrial system.
