The operational quality and efficiency of the industrial economy have been steadily improving. Going forward, the key is to make full and good use of favorable conditions and positive factors, strengthen the consistency of macroeconomic policy orientation, and stimulate innovation vitality and momentum.
In the first three quarters of this year, the value-added of industrial enterprises above designated size grew by 5.3% year on year, and the total profits of industrial enterprises above designated size increased by 15.5%. The operational quality and efficiency of the industrial economy have risen steadily, showing characteristics on multiple fronts.
First, the driving effect of new growth drivers is evident. New quality productive forces have become an important engine of industrial growth. The new drivers are reflected not only in the growth of new product output, but also across the entire chain of computing power foundations, model capabilities, and terminal products. In the first three quarters, the value-added of equipment manufacturing and high-tech manufacturing above designated size both maintained double-digit growth. In particular, new driver sectors represented by high-tech manufacturing and digital product manufacturing have contributed more than 60% to industrial growth. Output of industrial robots increased by around 30%, and humanoid robot shipments accounted for more than 90% of the global total.
Second, the driving role of advanced manufacturing clusters is evident. China has deeply implemented the "AI + Manufacturing" initiative, with a new generation of intelligent manufacturing as the main direction. At present, a total of 80 national advanced manufacturing clusters have gathered more than 1,700 national-level innovation carriers and more than 3,000 public service platforms. Major clusters have generally built industry-level industrial internet platforms, shortening the transformation cycle of new products from R&D to pilot testing to mass production.
Third, the driving effect of price recovery is evident. Since the beginning of this year, comprehensively addressing "involution-style" competition and optimizing the fair market competition environment have promoted a moderate and reasonable recovery in prices. The GDP deflator has turned positive from negative, and the producer price index (PPI) has risen year on year for seven consecutive months, up 2.3% year on year in the first three quarters, which is conducive to the continued improvement of industrial enterprise revenue and total profits.
Looking ahead to the full year, favorable factors supporting the industrial economy's stable improvement and quality and efficiency enhancement have further increased. From the scenario side, the National Development and Reform Commission and five other departments recently launched the first batch of 136 landmark major application scenario projects, involving more than 1,700 new technologies and more than 1,200 new products. As a new type of policy tool, scenarios will significantly accelerate the release of market demand, helping new technologies and new products become more mature through verification and reduce costs and increase efficiency through iteration.
From the project side, important infrastructure network construction is being advanced in a coordinated manner, and major engineering projects related to the "six networks" are being implemented faster, which will provide traction and support for the intelligent and green upgrading of industry.
At the same time, current pressures and challenges should also be recognized. For example, this round of PPI recovery has certain imported characteristics. Affected by geopolitical conflicts, international commodity prices, especially prices of crude oil and other petrochemical products, have risen considerably. In some domestic regions, there is a tendency to blindly pursue new industries and rush in without regard to local endowments and industrial foundations. Some small and medium-sized enterprises in traditional industries still face transformation thresholds and accounts receivable pressure, among other issues.
Going forward, the key is to make full and good use of favorable conditions and positive factors, strengthen the consistency of macroeconomic policy orientation, and stimulate innovation vitality and momentum. With the opening of application scenario resources as a starting point, efforts should be made in both verification access and procurement linkage. In the first batch of landmark major application scenarios, private enterprises and small and medium-sized enterprises should be guided and encouraged to participate in project investment and the verification of new technologies and new products. For new products that pass verification, policy support for first sets and first editions should be appropriately increased, opening the channel from scenario verification to market procurement, and supporting the improvement of industrial economy quality and efficiency through application iteration.
Accelerate the progress of important infrastructure networks and major engineering projects, and drive the accelerated transformation and upgrading of midstream and downstream manufacturing. Accelerate the implementation of major projects during the "15th Five-Year Plan" period, especially projects in key areas of the "six networks," and promote the organic connection between major engineering construction and a new round of high-quality development actions for key manufacturing industrial chains. Work in a coordinated manner across multiple areas such as bidding and procurement and the optimization of industrial and supply chains. For example, in the construction of computing power networks, new-type power grids, and other projects, consideration can be given to using more domestic industrial software, intelligent sensing, and edge computing equipment in system integration.
Apply classified policies to advanced manufacturing clusters and strengthen the evaluation orientation of adapting to local conditions and prioritizing quality. For clusters that already have international competitiveness, focus on evaluating global resource allocation capacity and innovation origination capacity. For clusters in the growth stage, focus on filling shortcomings in public service platforms and pilot testing capacity. Effectively promote cluster quality improvement and upgrading based on the principle of adapting to local conditions, evaluate cluster development results realistically, and establish and improve a long-term mechanism to correct rushing in and homogeneous competition.
During the stage of price recovery, in response to the phased challenges brought by rising international raw material prices, take multiple measures to effectively ease cost pressures on midstream and downstream manufacturing enterprises. Increase precise support for private enterprises and small and medium-sized enterprises, especially by tightening the responsibilities of local governments and core enterprises, establishing a cross-departmental information sharing and joint supervision mechanism, and establishing and improving a long-term mechanism for clearing arrears in a normalized and law-based manner.
