"After more than ten years of waiting, I finally have my property certificate! The weight has been lifted off my shoulders!" Ms. Liang, a homeowner at Baoxiang Fortune Plaza in Lianyungang's Haizhou District, could hardly contain her excitement as she held the newly issued certificate in her hands at the Xinhai Subdistrict service center. The breakthrough in resolving the decade-long property registration issue for nearly a thousand households in the community marks a significant milestone, with the first certificate symbolizing the beginning of a concentrated effort to address the historical backlog.

The ordeal began in 2012 when Ms. Liang purchased an apartment in Baoxiang Fortune Plaza, expecting a smooth transition to stable homeownership. However, the property certificate process stalled indefinitely due to incomplete documentation, developer financial troubles, and land seizures. "At first, they said the paperwork wasn’t ready, then we heard the developer had cash flow problems, and later the land was frozen. We waited over a decade," Ms. Liang lamented. Without the certificate, home transactions, mortgage applications, and even children’s school enrollment became impossible, turning the issue into a persistent family burden.

Ms. Teng, another resident, recalled how the developer’s unpaid debts led to legal land seizures, halting all progress on property certificates. "We approached multiple authorities over the years, but the problem involved court rulings, developer liabilities, and land release—it was too complex to resolve," she explained. The lack of legal ownership documents left homeowners anxious and helpless.

Addressing this pressing concern, the Xinhai Subdistrict government prioritized the issue as a key annual livelihood project. A dedicated task force, led by the district Party chief, collaborated with housing, natural resources, and judicial authorities to untangle legal and bureaucratic obstacles. Through extensive archival research and negotiations with courts, developers, and creditors, critical bottlenecks—including land release, documentation completion, and process simplification—were resolved.

Ms. Liang expressed heartfelt gratitude: "The leaders truly cared about solving our problem. We’ll always remember their efforts." To expedite solutions, the subdistrict streamlined procedures, ensuring eligible homeowners receive certificates within a month.

"The issuance of the first certificate signifies a fundamental resolution for Baoxiang Fortune Plaza," said Sun Yue, Party secretary of Hexi Community. The community will station staff to assist homeowners, ensuring smooth processing.

A decade-long struggle for housing security has finally concluded, reflecting Xinhai Subdistrict’s commitment to resolving public grievances. Moving forward, the district pledges to tackle pressing livelihood challenges, enhancing residents' sense of fulfillment and security through practical governance.
