Early this year, 50 long-range hydrogen heavy-duty trucks from Shaanxi Hydrogen Energy Industry Development Co., Ltd. were delivered and put into operation in Yulin. After establishing hydrogen short-haul transport routes for energy and chemical plants and mining enterprises in the Yulin area, Shaanxi Hydrogen Energy has strengthened its collaboration with local upstream and downstream partners in technology R&D, transformation, and implementation, further filling the gap in the application of long-range hydrogen heavy-duty trucks in northern Shaanxi.
“In a previous special investigation into the actual development of the province's hydrogen energy industry, we found that the in-province technology conversion rate for Shaanxi's hydrogen energy industrial chain, particularly in the midstream storage and transport segment, was relatively low. Frontier technologies like low-temperature liquid hydrogen storage rely heavily on cooperation with entities outside the province. This has led to a mismatch between the supply of hydrogen-related technologies within Shaanxi and high-demand scenarios, such as heavy-load transport in northern Shaanxi,” said the head of the Utilization Promotion Department of the Shaanxi Provincial Intellectual Property Administration.
In response, the Shaanxi Provincial Intellectual Property Administration, together with the National Intellectual Property Operation (Shaanxi) Advanced Technology Transformation Platform, delved into the root causes, focusing on correcting market supply and demand information deviations to help patented technologies go directly to where they are most needed. This initiative is named the "Lingxi Plan," symbolizing the bridging of information gaps and the seamless integration of the "four chains."
Where is the technology needed?
Since launching the "Lingxi Plan" for intellectual property transformation and utilization in October 2024, Shaanxi has focused on the strategic layout of 34 key industrial chains across the province. It has established a regular technology demand mining mechanism with relevant departments in core production areas for industries such as hydrogen energy, CNC machine tools, titanium and titanium alloys, commercial aerospace, and selenium-enriched products. A "Demand Mining Team" composed of industry experts, enterprise technicians, patent information analysts, financial professionals, and legal service providers goes into industrial parks to probe technical bottlenecks, visits enterprises to inquire about development needs, and investigates coordination gaps within the industrial chain. To date, a total of 40 common technology needs and over 320 specific enterprise-level needs have been identified, forming an "Industrial Demand Database." This database is categorized and dynamically updated based on technical fields, urgency of need, and market implementation prospects, providing targeted guidance for subsequent technology matching.
Where is the technology held?
The Shaanxi Advanced Technology Transformation Platform has deployed and established an "Industrial Patent Database" on the Shaanxi Provincial Intellectual Property Big Data Public Service Platform. On one hand, it connects to the national system for revitalizing existing patents from universities and research institutes. It has developed a multi-dimensional intelligent matching module for industrial needs and patented technologies, which is then manually reviewed by a professional team to ensure technical feasibility and market suitability. To date, over 3,500 "double five-star" high-value patents have been matched and recommended. On the other hand, for the previously organized industries, it has developed a "one database, one dashboard" view for patent data, integrating the dynamic display of 14 elements, including the distribution of "bottleneck" technologies, patent publications, and patent monitoring. This simultaneously provides references for the market side to optimize technical routes and for the R&D side to carry out key innovations.
How to promote precise and efficient supply-demand matching?
Based on a cross-organizational collaboration ecosystem involving government, industry, academia, research, finance, intermediaries, and data platforms, Shaanxi has built a three-dimensional matching model of "online pre-heating matchmaking + offline face-to-face negotiation + real-time tracking service." The relevant business head of the Shaanxi Advanced Technology Transformation Platform explained: "We have set up a supply-demand 'Cloud Exhibition Hall' on the big data platform, facilitating online negotiations between enterprises and universities or research institutes to reach preliminary cooperation intentions. Every two months, we organize a 'Lingxi' matchmaking event in an industrial park, promoting industrial patent navigation results, disseminating technology trends, releasing 'open competition' demands, conducting patent technology roadshows, introducing financial products, and holding a series of activities like 'Lingxi Face-to-Face' innovation sharing, exhibitions, and on-site signing. This achieves front-loaded services and direct resource deployment. Subsequently, dedicated personnel are assigned to track signed and intended projects, establish a ledger for patent transformation and utilization, and continuously follow up on post-implementation work."
At the same time, the "Lingxi Plan" continuously strengthens full-cycle policy and resource support during implementation. This includes launching the "Qinzhi Loan" intellectual property pledge financing product to enhance sci-tech financial support; providing bundled services of "standard setting, patent layout, and financing matchmaking" for key enterprises to strengthen service coordination; establishing patent pool operations in the hydrogen energy and titanium and titanium alloy industrial chains to lower the cost of patent use and technology promotion; and deploying 20 high-value patent cultivation centers across the province to form a tiered service network of "regional centers + industry nodes."

By adopting tailored strategies for each chain and each enterprise, we are working to remove supply-demand barriers and solve bottlenecks like information asymmetry and imperfect mechanisms. Simultaneously, we will continue to innovate policy supply, strengthen collaborative incentives, deepen the service model of 'demand-driven, matching for efficiency, implementation-focused, and finance-backed,' and accelerate the creation of an ecosystem for each chain. We will also expand the operation models for geographical indications, trademarks, and copyrights, promote the deep integration of characteristic intellectual property services with industrial development, and use the transformation and utilization of intellectual property as a strong driver to empower Shaanxi in cultivating and developing new quality productive forces," stated the head of the Shaanxi Provincial Intellectual Property Administration.
