The Ethereum Foundation's Protocol cluster has formally introduced an issuance policy reform initiative aimed at resolving the structural tension between staking rewards and asset dilution faced by non-staked holders under the current mechanism. This proposal elevates the issuance question from a purely technical fork issue to the level of ecosystem economic framework, seeking to drive substantial progress on key economic decisions even as governance consensus remains incomplete. The core conflict lies in the fact that the existing system compensates validators through new issuance, which exposes ETH holders who do not participate in staking to dilution risk, while reducing issuance could alleviate dilution but potentially jeopardize the viability of smaller validators, thereby undermining the network's decentralization.

Defining the cost required to ensure system security and establishing a reasonable basis for policy adjustments have thus become central issues that the Ethereum community must confront directly. A deeper examination of the current situation reveals that the existing issuance mechanism, while maintaining network operations, inevitably produces asset dilution effects. To quantify this impact, the analysis is based on an initial supply of 122.03 million Ethereum, assuming that the active staked balance remains unchanged and participants are fully committed, constructing three scenario models with different staking ratios. Meanwhile, for a standard validator account with a 32 Ethereum stake, the annual consensus reward before deducting various fees and penalties amounts to approximately 0.81 Ethereum. It is worth noting that MEV (Maximum Extractable Value) and related execution priority fees fall outside the scope of this issuance reduction, and validators can continue to earn execution yields at saturated staking levels. This transition mechanism is designed to analyze the impact of policy changes in isolation, although actual participation may shift dynamically in response.

Without detailed analysis of operational costs and security budgets, the same reward calculation approach can be interpreted either as a measure to prevent power concentration or as justification for further centralization. From a governance pathway perspective, a clear route from broad consensus to actual implementation, testing, and final launch remains absent. The so-called "governance" concept merely represents a form of acknowledgment, while actual implementation and launch are two separate requirements that must also be satisfied.

This announcement provides a discussion platform, but questions regarding issuance decisions and launch timelines remain unresolved. However, the issue of representativeness is equally critical: if the process is dominated primarily by reward recipients, asset dilution issues may be overlooked; if the focus is only on resource scarcity, the costs required to operate the network may be underestimated. Until this core question—whether reducing asset dilution through lower reward budgets can be balanced with a viable and sufficiently independent validator set—is resolved, the current distribution mechanism will remain in effect: validators receive issuance rewards for participating in consensus, while non-staked holders continue to hold assets without sharing in the rewards. This marks another major adjustment test for the economic model that the community faces after the Ethereum Merge, and its outcome will profoundly influence Ethereum's future security architecture and degree of decentralization.
