During the "14th Five-Year Plan" period, Wuhai City continuously optimized its business environment, improved service quality and efficiency, and refined its regulatory models, effectively addressing the pain points and difficulties faced by enterprises and safeguarding their high-quality development.

Economic strength has steadily climbed. Wuhai's regional GDP grew from 50.636 billion yuan to 59.557 billion yuan, with per capita GDP reaching 106,300 yuan. The per capita disposable income of all residents rose to 54,200 yuan, ranking second in the autonomous region. Per capita general public budget revenue and per capita deposit balance both ranked among the top in the autonomous region. Cumulatively, it attracted 78.29 billion yuan in domestic capital.

Product markets continued to expand. Key enterprises were organized to participate in internationally renowned exhibitions such as the Canton Fair, the Amsterdam Silicone Exhibition in the Netherlands, and the 2025 (22nd) China International Chemical Industry Exhibition, engaging with over 3,000 potential clients, securing more than 40 orders, and reaching nearly $6 million in intended order value. Efforts were intensified to cultivate Authorized Economic Operator (AEO) enterprises, providing guidance on standardized export declarations and consultations on customs facilitation policies, and creating the "Wu Mao Tong" platform. In the first ten months of 2025, Wuhai's total foreign trade import and export value reached 1.47 billion yuan, a year-on-year increase of 71.1%, with the growth rate ranking first in the Inner Mongolia Autonomous Region.

Innovation platforms were steadily established. Initial results were seen in creating the Wuhai-Beijing two-way "Flying Land" Sci-Tech Innovation Center. Wuhai Information Valley became operational, continuously facilitating the transfer and commercialization of incubation achievements from Beijing in Wuhai. Twenty-four enterprises were recognized as autonomous region-level "Specialized, Refined, Unique, and Innovative" SMEs, achieving a quantitative breakthrough. The balance of RMB loans increased from 47.26 billion yuan to 66.975 billion yuan, with an average annual growth rate of 12.34%, 5 percentage points higher than the average annual compound growth rate of loans in the Inner Mongolia Autonomous Region. Financial resources continued to tilt towards key areas and weak links, with a cumulative usage of 1.64 billion yuan in relending and rediscount tools for supporting agriculture and small businesses. The loan balance for private enterprises reached 39.641 billion yuan, and the loan balance for inclusive small and micro enterprises was 9.131 billion yuan, increasing by 14.99% and 18.38% respectively. The green loan balance stood at 9.674 billion yuan, a year-on-year increase of 11.73%. Financial assistance to enterprises yielded significant results. Following up on corporate financing needs raised at government-enterprise forums with a "one enterprise, one policy" approach, financing difficulties for five key enterprises were resolved, facilitating connections for new credit approvals totaling 2.313 billion yuan. Focusing on the development of key industrial chains like BDO and solid-state batteries, credit facilities of 14.414 billion yuan were provided. Financial products such as "Water Rights Loans", "Water Conservation Loans", "Meng Dian Tong", and "Electric Energy Tong" were launched to meet diverse corporate financing scenario needs. Efforts were made to encourage financial institutions to implement fee reduction and profit concession policies. The balance of loans renewed without repayment of principal reached 8.123 billion yuan, benefiting 2,830 enterprises, effectively alleviating their pressure from loan renewals and broadening their equity financing channels.

Government credibility continued to rise. Transparent government affairs were promoted, expanding the "Dual Publicity" system to a "Ten Publicity" system. The compliance rate for submitting data related to these ten categories, including administrative licenses and penalties, reached 100%. An innovative mechanism for contract filing and review was established, reviewing and filing 143 government contracts, eliminating 534 legal risk points, and effectively promoting contract fulfillment. The city conducted 12,628 administrative inspections involving enterprises, a reduction of 4,026 inspections year-on-year, down by 24.17%. It took the lead in the autonomous region by building a mobile approval system for "Handling One Thing in One Visit", reducing the approval timeline by 93%, and transforming "one thing" from being merely manageable to being well-managed and easy to handle.

The market ecosystem was continuously optimized. A comprehensive public credit evaluation system for enterprises was fully implemented, applying differentiated supervision to 68,000 enterprises. Innovative working mechanisms for initial review, including "Dual-Person Review", "Same-Day Completion", and "Dual-Document Simultaneous Delivery", were established, helping 1,429 enterprises rebuild their credit, and cumulatively issuing 1,347 specialized information reports. Businesses like "Credit Easy Loan", "Bank-Tax Interaction", and "Water Rights Loan" were promoted, with cumulative lending exceeding 3.3 billion yuan, making the role of "Integrity + Finance" in synergistically supporting real economy development more significant.

The defense line of fairness and justice was continuously strengthened. A total of 22,605 judgment documents, 1,869 pieces of case procedural information, and 212 police service items were made public. The first specialized court in the autonomous region for civil and commercial cases involving enterprises was established, handling 868 such cases, with a case mediation and withdrawal rate of 70.85%, a year-on-year increase of 5.61%. Persistent enforcement campaigns were carried out, cumulatively concluding 5,280 enforcement cases involving enterprises and people's livelihoods, fully bridging the "last mile" of judicial services for the people.

During the "14th Five-Year Plan" period, Wuhai City firmly established and practiced the concept that "lucid waters and lush mountains are invaluable assets", fully acting as the "head steward" of natural resources, effectively supporting the city's high-quality economic and social development.

The territorial spatial pattern was continuously optimized. The city's master plan for territorial space was approved by the Inner Mongolia Autonomous Region, forming a "single blueprint" for the development and protection of the city's territorial space. It coordinately delineated the "Three Zones and Three Lines", curbing urban sprawl and optimizing the layout of urban, agricultural, and ecological spaces.

Surveying and monitoring efforts continued. Through the third national land survey, the current status of land use in Wuhai City was thoroughly ascertained, forming a unified base map. According to the 2024 annual land change survey data, the city had 9,563.41 hectares of arable land, 1,799.70 hectares of garden land, 9,878.37 hectares of woodland, 83,581.00 hectares of grassland, 2,767.52 hectares of wetland, 40,706.08 hectares of land for urban, village, industrial, and mining purposes, 3,770.06 hectares for transportation, and 9,130.33 hectares for water bodies and water conservancy facilities.

Resource utilization efficiency significantly improved. During the "14th Five-Year Plan" period, forestry, grassland, and land procedures for 1,026 major projects were completed. Approval was granted for 251 batches of new construction land, with a total area of 3,242.32 hectares, averaging 648.464 hectares approved annually, securing land for major projects like the Baotou-Yinchuan high-speed railway. A total of 1,024 parcels of construction land were supplied, covering 4,540 hectares. In 2024, 100% of industrial land in industrial parks was sold as "standard land", effectively reducing corporate land costs and aiding high-quality development.

Achievements in disposing of idle land were outstanding. A "Listing + Categorization" mechanism was established, cumulatively disposing of 955 hectares of approved but unsupplied land and revitalizing 80 hectares of idle land, with 60% used for industry and public welfare, alleviating supply-demand contradictions.

During the "14th Five-Year Plan" period, Wuhai City focused on the four dimensions of vitality, order, quality, and efficiency, building a support system for high-quality development, with prominent highlights.

Market entity vitality "surged". Reforms for the "Separation of Permits and Licenses" were completed, with over 10 registration facilitation measures introduced, achieving "single-form application and one-stop online processing" for business startup matters. Registration and approval were completed within 50 minutes, with an online processing rate of 95%, entirely "zero paper, zero trips". New market entities increased by 30,933, a growth of 56.4% compared to the "13th Five-Year Plan" period.

Market order was continuously standardized. A total of 2,417 illegal cases were investigated and dealt with, with fines and confiscations amounting to 13.3669 million yuan, addressing misconduct in areas concerning people's livelihoods. Forty-three consumer rights protection service stations were established, 48 trustworthy consumption units and 2 autonomous region-level demonstration blocks were cultivated, and over 30,000 consumer complaints, reports, and inquiries from the public were handled.

Quality and intellectual property were upgraded. An Inner Mongolia Western Region Quality Infrastructure (NQI) "One-Stop" Service Center and 3 park service windows were built. Eleven national and autonomous region-level standardization projects were established, participation in formulating 40 standards was achieved. Approval was granted for an autonomous region-level intellectual property operation center and a trademark brand guidance station. The number of valid invention patents reached 391, an increase of 177% compared to the "13th Five-Year Plan" period.

Regulatory efficiency was significantly enhanced. Law enforcement compliance rates exceeded 98%. Innovative "Dual Random + Credit Risk" differentiated supervision was implemented, assisting 3,550 market entities in completing credit repair.

During the "14th Five-Year Plan" period, Wuhai City, leveraging reform, innovation, and digital empowerment, achieved notable results in government services and business environment construction.

The business environment achieved a "National Benchmark" level breakthrough. As the only city in Inner Mongolia successfully designated as a national fourth-batch social credit system construction demonstration city, Wuhai implemented versions 3.0 and 4.0 action plans, rolled out 560 measures with a 99% completion rate, and implemented innovative measures like "Scan to Handle" and "Order Financing". The online enterprise service space registered over 30,000 enterprises, while offline service zones covered 1,317 enterprise-related matters, with government service workstations fully deployed across industrial parks.

Government services created the "Worry-Free Handling" brand. Forty-five national and Inner Mongolia Autonomous Region "One Thing" items were implemented, and 19 local characteristic items were innovated. Items like social insurance fee refunds and entrepreneurial guarantee loans as "One Thing" were promoted throughout the autonomous region. Ninety-five percent of items can be handled online, with 782 items available for "cross-regional handling" and 2,717 for "certificate-free handling". Related experiences were selected as national classic cases. Ninety-one percent of counters in the government service hall are comprehensive counters, with an acceptance rate of 92.2%. Public waiting time decreased by 30%, and 100% of window staff are certified.

The effectiveness of data and digital empowerment became prominent. A data element service base was built, aggregating 2.022 billion data records. The "City Brain" created 15 application scenarios, integrated over ten thousand video resources, and won awards such as the National Digital Government Practice Award, injecting strong momentum into high-quality development.
