Utilizing a coordinated "group-local" supervision mechanism, a special supervision team was established to closely monitor key areas such as the investment process, responsibility implementation, and advertising standards, aiming to foster healthy development of the cultural tourism industry through precise oversight.
"Our initial efforts involved embedded supervision of critical stages like sponsor recruitment and vendor applications, focusing on identifying issues such as illegal fees, favoritism, and opaque operations," explained officials. The commission employed methods like attending investment meetings, randomly checking application records, and conducting follow-up surveys with potential merchants to track the transparency of entry criteria and the standardization of review procedures throughout the process. This ensures every step operates under supervision, leaving no blind spots. Particular attention was paid to the brochure's declaration of "no fees during registration," requiring organizers to uphold this promise consistently and prevent hidden charges under names like "coordination fees" or "service fees" in subsequent contract or execution phases, which would violate public commitments.
Simultaneously, using an "office-group-local" coordinated supervision framework, the commission urged relevant functional departments and the Kunming Wuhua District Cultural Tourism Development Company to establish comprehensive responsibility lists. Key tasks including safety precautions, urban appearance management, traffic control, and service support were broken down into daily assignments and assigned to specific individuals. To date, the supervision team has conducted three rounds of random inspections, resolving seven issues related to overlapping responsibilities and poor coordination, thereby ensuring efficient preparation for the event.
To support the promotion and brand protection of the "Jacaranda Cultural Tourism Festival," the commission directed market regulatory and cultural tourism authorities to proactively move oversight upstream. They strengthened dynamic monitoring of promotional activities and subsequent commercial campaigns, focusing on preventing exaggerated advertising, consumer misinformation, and unfulfilled promises. Additionally, the supervision team pushed relevant departments to enhance protection for event logos and promotional materials marked with "all rights reserved" in the brochure, guarding against infringements like commercial imitation or unauthorized exploitation to protect the jacaranda urban brand.
