Nanning Implements Multiple Measures to Enhance Business Environment, Surpassing One Million Market Entities

The Nanning Municipal Market Supervision Administration announced on May 29 that Nanning is committed to creating a fairer and more dynamic market environment by reforming to tackle challenges, improving services to stimulate vitality, and enhancing supervision to promote standardization. The total number of market entities in Nanning has now reached 1.0191 million, ranking first in Guangxi.

A press conference on optimizing the market environment to stimulate the vitality of market entities was held in Nanning. In recent years, the total number of market entities in Nanning has continued to grow. The city has implemented 93 initiatives under the "Efficient Handling of One Matter" program, covering the entire lifecycle of market entities from establishment to deregistration, with a cumulative handling volume exceeding one million cases.

Nanning has innovatively established China's first immersive "Digital + Law Enforcement" live simulation range and built the first electronic data center laboratory in the national market supervision system to obtain China Metrology Accreditation (CMA) certification, significantly improving the standardization level of administrative law enforcement.

Focusing on convenience-oriented reforms, Nanning has taken the lead in Guangxi by implementing the "One Matter" reform for transforming individual businesses into enterprises. Since 2026, over 400 individual businesses have successfully upgraded, representing a year-on-year increase of 200%. The city has also formulated a standardized management system for the "One Address, Multiple Licenses" registration of market entities, systematically constructing four innovative registration models. Additionally, Nanning has implemented mutual recognition of foreign investment qualification certificates among seven cities in central and western China, enabling the establishment of foreign-funded enterprises to be completed within one day at the fastest.

Nanning has deeply utilized artificial intelligence (AI) technology to innovate service models, launching the "AI Yongxin Answer" intelligent assistant and introducing the smart guidance robot "Xiao Yong," thereby building an intelligent Q&A and guidance system. The city has created a "Easy and Fast Handling" service scenario, achieving intelligent approval for public health permit matters, which can be completed within ten minutes. Furthermore, Nanning has innovatively introduced the "Seamless License Renewal" reform, enabling automatic renewal without application for eight types of business licenses, including transportation, covering tens of thousands of enterprises.

In terms of credit system construction, Nanning has further integrated enterprise credit risk classification with the "Random Inspection and Public Disclosure" supervision, deepening the pilot reform of "Immediate Application, Immediate Repair." Since 2026, the city has completed credit repairs for 19,000 entries in the abnormal business operations list and over 700 entries for administrative penalty information, helping market entities rebuild credit and resume normal operations.

Focusing on legal safeguards, Nanning has strengthened the "safety net" for market order. The city adheres to the rule of law as its foundation, creating a stable, fair, and transparent legal market environment by enhancing services, standardizing law enforcement, and strictly managing fairness. Nanning actively carries out "Legal Services Entering Industrial Parks" activities, offers one-stop services for "Foreign-related Notarization + Consular Authentication," and deeply implements special actions to standardize administrative law enforcement involving enterprises and the "Integrated Supervision of One Matter" reform, fully addressing urgent and challenging issues faced by enterprises.

Nanning has also opened a dedicated "Business Environment" hotline via the 12345 service platform and promoted market supervision service supervision cards, enabling "scan to inquire, handle on the code, and check on the code." The city has improved the hotline supervision mechanism, handling 233,000 enterprise requests since 2025, with satisfaction and resolution rates for dispatched cases both exceeding 85%. Regular on-site reception days and thematic seminars are held to address enterprise concerns face-to-face, continuously enhancing the sense of fulfillment among market entities.
