Eight agencies direct financial institutions to utilize credit, bonds, and equity tools to boost AI plus software development

On September 28, a financial news alert reported that the People's Bank of China and seven other departments jointly issued the Guiding Opinions on Financial Support for the Expansion and Quality Improvement of the Service Industry.

The Opinions propose empowering innovation in software and information technology services. They guide financial institutions to comprehensively use diverse tools such as credit, bonds, and equity to support the development of artificial intelligence plus software, promote breakthroughs in intelligent programming tools and industrial software innovation, the construction of basic software ecosystems and open-source communities, and the application of smart audiovisual system ecological scenarios, and develop new business forms such as agent-as-a-service and model-as-a-service.

The Opinions also aim to improve financial guarantees for the digital and intelligent transformation of the manufacturing sector, support the development of service providers for this transformation. They actively meet the financing needs in areas such as artificial intelligence technology research and development, the construction of high-quality industry datasets, the expansion of application scenarios, and the cultivation of industrial ecosystems.

Financial institutions are encouraged to provide medium- and long-term financing for digital infrastructure construction including information transmission, data, and information technology, and to strengthen financial support for the national computing power layout, edge computing power construction, and intelligent computing cloud service systems.
