Shanghai launches four major initiatives and 19 key tasks to accelerate next-generation intelligent manufacturing

Deep News10-12

Shanghai officially launched its action plan to accelerate the development of next-generation intelligent manufacturing on October 12. The city will implement four major initiatives and carry out 19 key tasks to drive deep integration of artificial intelligence with manufacturing and accelerate the building of a next-generation intelligent manufacturing system.

In recent years, Shanghai has systematically implemented intelligent factory pilot programs and "AI plus manufacturing" initiatives, continuously enhancing its innovation capacity and application level in intelligent manufacturing. The city has cultivated two national leading-level and 28 national excellence-level intelligent factories, ranking first among all Chinese cities for many consecutive years, while its comprehensive intelligent manufacturing index tops the Yangtze River Delta region.

Driven by demand, Shanghai's intelligent manufacturing system integration industry has exceeded 60 billion yuan in scale, and the output value of intelligent manufacturing equipment has surpassed 150 billion yuan, making it the largest cluster for intelligent manufacturing system integration and equipment in China.

Building on this foundation, Shanghai will advance next-generation intelligent manufacturing through coordinated efforts in four areas: supply capacity, integrated innovation, factory construction, and industrial ecosystem.

First, implementing a supply-led initiative for next-generation intelligent manufacturing. Benchmarking against international frontiers, the city will focus on upgrading the entire chain of technology, equipment, and services to strengthen next-generation intelligent manufacturing supply.

Second, implementing an "AI plus manufacturing" foundational innovation initiative. Seizing the strategic opportunity of deep integration between artificial intelligence and manufacturing, Shanghai will accelerate the construction of a next-generation intelligent manufacturing system that is data-driven, model-supported, scenario-guided, and secure and controllable.

Third, implementing a tiered cultivation initiative for intelligent factories. Using intelligent factory construction as a vehicle, the city will promote the implementation of next-generation intelligent manufacturing across all stages including research and design, production operations, business management, product services, and supply chain management.

Fourth, implementing an ecosystem-building initiative for next-generation intelligent manufacturing. Focusing on key elements such as platforms, pilot testing, clusters, standards, and talent, Shanghai will build a development ecosystem that is strongly supportive, highly collaborative, and open to innovation.

The action plan specifies that by 2028, Shanghai aims to achieve full coverage of intelligent factories among key manufacturing enterprises citywide, promote full coverage of AI applications in intelligent factories, cultivate 500 advanced-level intelligent factories, achieve breakthroughs in more than 2,000 AI application scenarios in manufacturing, develop 10 advanced and applicable vertical large models, launch 300 high-level AI agents, and build new infrastructure that meets the demands of next-generation intelligent manufacturing.

At the same time, Shanghai will push industrial robot density to 600 units per 10,000 workers, drive 8,000 humanoid robots into factories, push the scale of AI-empowered next-generation intelligent manufacturing equipment industry to exceed 200 billion yuan, and reach 100 billion yuan in the scale of the intelligent manufacturing system integration industry.

This initiative will further promote the expansion of artificial intelligence from scenario-based applications to the entire manufacturing process, facilitate coordinated upgrading of technology, equipment, and services, and provide support for Shanghai to shape new industrial advantages and cultivate new quality productive forces.
