Jiangsu Accelerates Hydrogen Energy Pilot with 20 Billion Yuan Output Target

A promotion conference for the Jiangsu Coastal and Riverside Hydrogen Energy Industry Innovation Collaborative Development Pilot was held in Zhangjiagang on May 14. A package of measures, including improving mechanisms, project guidance, and scenario deployment, was implemented to accelerate the pilot work. This pilot project, jointly applied for by Suzhou, Nantong, and Yancheng, was successfully included in the first national list of hydrogen energy pilots in the energy sector last December, marking a new stage of regional collaboration and full-chain innovation for Jiangsu's hydrogen energy industry development.

Under provincial-level coordination, the pilot follows an overall layout concept of "one entity, three cores, multiple clusters." It adheres to complementary advantages and collaborative development, with Suzhou, Nantong, and Yanciang advancing as one entity. Six agglomeration zones—Zhangjiagang, Changshu, Rudong, Rugao, Dafeng, and Binhai—are developing in a linked manner.

At the conference, Suzhou, Nantong, and Yancheng signed the "Working Mechanism for the Construction of the Jiangsu Coastal and Riverside Hydrogen Energy Industry Innovation Collaborative Development Pilot." Based on principles of joint consultation, construction, and sharing, the agreement establishes 12 mechanisms, including strengthening planning alignment, promoting joint research on key technologies, facilitating infrastructure connectivity, and setting up specialized working groups.

The three cities also jointly formulated an annual implementation plan, proposing a target to strive for a regional hydrogen energy output value of 20 billion yuan by 2026. Suzhou has sorted out and introduced a "Ten Hydrogen Policies" guidance document covering hydrogen energy technology innovation, equipment manufacturing, enterprise cultivation, and financial support. Notably, all ten provisions involve financial incentives. Significant support measures include: up to 200 million yuan for hydrogen energy enterprises leading the construction of national key laboratories; up to 100 million yuan in funding for top-tier talent projects in the hydrogen energy field; up to 50 million yuan for national innovation centers; up to 30 million yuan for major innovation teams; up to 20 million yuan for key core technology research and major scientific achievement transformation; and up to 20 million yuan for building concept verification, pilot engineering service platforms, and public technical service platforms in the hydrogen energy field.

Project implementation and scenario breakthroughs are crucial practical pathways for the pilot construction. At the promotion conference, seven key projects, including Guofu Hydrogen Energy's industrial-grade hydrogen-blended combustion comprehensive testing and verification platform, were signed. These projects aim to promote quality improvement and upgrading across the entire hydrogen energy industry chain of "production, storage, transportation, refueling, and application." A batch of regional application scenarios were released, covering port hydrogen-based low-carbon transformation, hydrogen-powered heavy-duty trucks (ships), and hydrogen-based green fuels. These involve innovative practices across transportation, industry, energy, and other fields, outlining a clear roadmap for hydrogen energy's transition from demonstration applications to large-scale promotion.

Furthermore, Zhangjiagang's Smart Hydrogen Energy Public Data Platform 2.0 was officially launched. By integrating data information from the entire industry chain, the platform constructs three core modules: industry overview, real-time mapping, and data information, providing decision-making and service support for the innovative development of the hydrogen energy industry.
