The Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) and the United Front Work Department of the CPC Beijing Municipal Committee held a consultative meeting on October 23, focusing on the theme of "promoting the integrated development of advanced manufacturing and modern services to strengthen new momentum for high-quality growth." Representatives from various democratic party municipal committees, the Municipal Federation of Industry and Commerce, personages without party affiliation, municipal government counselors, CPPCC members, experts and scholars offered their insights and recommendations.

Beijing possesses a solid foundation for the integration of the two sectors

This year, the Economic Committee of the Municipal CPPCC took the lead in conducting research and consultation on "promoting the integrated development of advanced manufacturing and modern services" (hereinafter referred to as the "integration of the two sectors"). The research team concluded that Beijing has a solid foundation for advancing this integration and should focus on key areas such as next-generation information technology, intelligent connected vehicles, and pharmaceutical and health industries, concentrating efforts to explore and develop a series of new mechanisms, models, and business formats with Beijing characteristics. It is necessary to adhere to a "park plus enterprise" dual-driven approach, deepen pilot programs for the integration of the two sectors, enhance the industrial service capacity of demonstration parks for this integration, and strengthen the exemplary and leading role of flagship enterprises. It is also important to maintain a industrial chain mindset, work to break down barriers between regions, factors, and links, and promote the integration of the two sectors from single-point integration in production to full life-cycle integration spanning R&D and design, manufacturing, operation and maintenance, and recycling.

Data shows that in 2025, Beijing's service sector value added reached 4.5 trillion yuan, accounting for 86% of GDP. Of this, producer services accounted for over 50% of GDP, far higher than the national average of 34.4%. In 2025, the value added of Beijing's high-tech manufacturing accounted for 32.1% of the value added of industrial enterprises above designated size, with 70,000 valid green technology invention patents, and green services embedded throughout the high-end manufacturing process.

Focusing on "value creation" as the core

The research team recommended focusing on "value creation" as the core to solidify the foundation for the integration of the two sectors. First, promote the upgrading of services from functional support to value engines. Deepen the application of the integration development index, establish a "value contribution" indicator for producer services, and quantify the contribution of services such as R&D and design, inspection and testing to cost reduction and efficiency improvement in manufacturing. Second, promote the transformation of public service platforms and pilot testing platforms toward focusing on real value. Strengthen value-added services such as technology integration, customized solutions, and achievement incubation, and comprehensively enhance the level of openness and sharing of platforms. Third, further improve the mechanisms for local transformation of Beijing-Tianjin-Hebei achievements and cross-regional benefit sharing. Establish a cross-regional "industrial chain leader plus service chain alliance leader" system, reasonably split cross-regional economic indicators, and achieve regional win-win outcomes with orderly value creation and distribution.

In terms of "expanding capacity," the research team recommended mainly expanding the scale and coverage of high-quality service supply. Cultivate chain-leading service providers in fields such as industrial software and integrated circuit EDA, and support their mergers, acquisitions, and restructuring to grow stronger. Build characteristic clusters for producer services in Yizhuang, northern Haidian, and Future Science City to create scale effects.

In terms of "improving quality," the main focus is on enhancing the digital, intelligent, and standardized levels of services. Promote lightweight, modular, and digital transformation services to small and medium-sized enterprises, and make good use of inclusive policies such as fiscal subsidies and service vouchers to reduce enterprise transformation costs. Formulate the "Beijing List of Service Capabilities and Evaluation Standards for the Integration of the Two Sectors," and launch "Beijing Standards" in areas such as intelligent connected vehicle road testing and cross-border data compliance.

"AI plus advanced manufacturing" as the main direction

The research team also recommended focusing on AI empowerment as a driver to build a capital integration benchmark, strengthen high-value-added service supply in high-end formats such as AI agents and customized data services, and promote the deep embedding of modern services into the advanced manufacturing industrial chain. With "AI plus advanced manufacturing" as the main direction, promote the deep integration of AI technology into core manufacturing links, and popularize new service models such as large-model-based industrial design and intelligent supply chain management. Establish a tiered evaluation system for AI service providers, regularly promote benchmark cases, and build precise matching platforms.

As the country's "number one city for AI," Beijing hosts the first AI cluster among the national advanced manufacturing clusters. Wang Gaoxiang, deputy director of the Science and Technology Committee of the Jiusan Society Beijing Municipal Committee and deputy director and senior engineer of the New Industrialization Research Institute at the China Center for Information Industry Development, spoke on behalf of the Jiusan Society Beijing Municipal Committee, recommending breaking through the "last mile" of "AI plus manufacturing" implementation and creating a new model for the capital's integration of the two sectors. Wang Gaoxiang noted that AI drives not only the upgrading of production tools but also changes in the way production factors are combined and industrial organization models, helping to improve total factor productivity in manufacturing. Wang Gaoxiang recommended building an engineering verification platform for domestic industrial models, focusing on high-value scenarios, and conducting joint verification of domestic models, industrial agents, and production systems. Promote the deep transformation of advanced manufacturing scenario resources, establish an AI technology risk warning and regulatory testing system, and strengthen talent support for leading enterprises.

Regarding the application and implementation for small and medium-sized enterprises, Xiang Junyong, a member of the Beijing Municipal Committee of the CPPCC and director of the North America Office of Global Energy Interconnection Group Co., Ltd., spoke on behalf of the Beijing Municipal Committee of the China Association for Promoting Democracy, recommending breaking through the "last mile" of deep integration between digital and intelligent services and high-end manufacturing. Xiang Junyong stated that small and medium-sized enterprises account for over 90% of Beijing's manufacturing sector, and promoting the large-scale implementation of AI services among small and medium-sized manufacturing enterprises is a key link in achieving deep integration of digital and intelligent services with advanced manufacturing. Xiang Junyong recommended promoting the integration of large models with industrial software such as CAD (computer-aided design), CAE (computer-aided engineering), and CAM (computer-aided manufacturing), developing subscription-based, SaaS (software as a service) "small, fast, light, and precise" tools, and prioritizing single-point scenarios with small investment and quick results such as visual quality inspection, process parameter optimization, and equipment early warning for small and medium-sized enterprises. Expand inclusive computing power supply, support the construction of lightweight edge computing facilities, explore innovative businesses such as "computing power banks" and "computing power supermarkets," and lower the computing power threshold for small and medium-sized enterprises.
