To strengthen the oversight of China Compulsory Certification (CCC), the State Administration for Market Regulation (SAMR) has recently issued a new announcement. This rule sets stricter requirements and more detailed measures for certifying products such as electronic toilets, electric blankets, and heating pads, aiming to enhance product quality and safety standards.
The new rule adopts a problem-oriented and goal-oriented approach, closely aligning with the product鈥檚 industry characteristics, safety features, and production processes. It specifies key points for manufacturers to ensure quality assurance capabilities and product consistency. The regulation also increases post-certification supervision, refines sample testing requirements, and implements a more scientific classification management system for companies. This covers the entire CCC certification chain for items like electronic toilets, electric blankets, and heating pads, firmly assigning responsibilities to all parties involved in the certification process.
The announcement clarifies the transition period for the new certification rules. Starting October 1, 2026, all CCC certification activities for these products must be conducted according to the updated rules. Existing valid CCC certificates can continue to be used during this period. Moving forward, SAMR will thoroughly promote the policy for the new certification rules, urging certification bodies, testing labs, and manufacturers to fulfill their duties. It will also intensify supervision and enforcement efforts to create a safer, more reassuring, and more convenient consumer environment.
