China Redefines Its Mineral Resource Base with Release of Mineral Resources Catalogue

The Ministry of Natural Resources, together with the National Development and Reform Commission, released the Mineral Resources Catalogue today, further clarifying the number of mineral types in China. It will serve as a foundational basis for the country's mineral resource planning.

The newly released Mineral Resources Catalogue was optimized and adjusted based on the original Detailed Classification of Mineral Resources. It divides China's mineral resources into four categories: energy minerals, metallic minerals, non-metallic minerals, and water and gas minerals, specifying that China currently has a total of 174 mineral species and 119 sub-species.

The Ministry of Natural Resources emphasized that establishing the Mineral Resources Catalogue and giving mineral resources their "household registration" will support the formulation of exploration and development indicators by mineral type, the optimization of layouts, guidance for prospecting directions and mining rights setting. On this basis, strategic minerals will be selected for a special protection system, and differentiated policies for exploration, extraction, reserves, and import and export will be formulated.

The Ministry of Natural Resources stated that the next step will be to promote the alignment of the Catalogue with management processes including mineral resource planning, mining rights management, industrial policy formulation, mineral resource statistics, and the collection of resource taxes and fees, so that every type of mineral has a clear "identity" and the foundation for refined management of mineral resources is consolidated.
