Gansu's Pingliang City is accelerating the development of a modern industrial system with local characteristics and advantages, aiming to create a progressively stronger industrial structure and bolster its economic foundation.
Li Rong, the Deputy Secretary of the Pingliang Municipal Committee and Mayor, stated that the city is committed to industrial development, focusing on project-driven growth and attracting major investments. The strategy involves developing new quality productive forces tailored to local conditions and persistently upgrading traditional industries, extending advantageous sectors, strengthening emerging industries, and establishing future industries.
The city plans to concentrate on building a 100-billion-yuan cluster for clean and efficient coal utilization, two 50-billion-yuan clusters for the Pingliang Red Cattle and Pingliang Apple industries, and three 10-billion-yuan clusters for cultural tourism and health, biomanufacturing, and magnesium-based new materials. Efforts will also be made to actively develop traditional Chinese medicine, modern logistics, and modern light industry.
During the "14th Five-Year Plan" period, Pingliang's regional GDP surpassed three consecutive 100-billion-yuan milestones, reaching over 500 billion, 600 billion, and 700 billion yuan, with an average annual growth rate of 6.2%. The city's strategic position as part of a revolutionary base area, a key node on the Silk Road, and a transportation hub in eastern Gansu has become increasingly prominent.
For the "15th Five-Year Plan" period, Pingliang will undertake the mission of becoming an innovation zone for industrial transformation in Gansu Province, a model zone for modern precision agriculture in western China, a pioneer zone for integrated cultural tourism and health in the northwest, and an advanced city for national ecological civilization construction. The city will vigorously implement five major actions focusing on ecology, industry, education, rule of law, and party building.
Ma Shiyou, a member of the Standing Committee of the Pingliang Municipal Committee and Executive Vice Mayor, emphasized that energy is Pingliang's foundational strength. The city will use the construction of the Longdong Comprehensive Energy and Chemical Base as a central driver, advancing multiple strategies including steady coal expansion, accelerated power transformation, breakthroughs in chemical engineering, and moderate deployment of new energy.
Efforts will focus on promoting the integrated development of the Lingtai mining area and enhancing the capacity and quality of the Huating mining area. The city plans to build high-standard chemical industrial parks in Huating and Lingtai, plan and implement major integrated projects combining wind, solar, thermal power, and energy storage, and precisely attract leading enterprises in the clean and efficient coal utilization chain. By 2030, the goal is to achieve a coal production capacity exceeding 60 million tons and a coal-fired power installed capacity surpassing 10 million kilowatts,全力打造千亿级产业集群.
Simultaneously, Pingliang will advance the "Ten Thousand, Thousand, Hundred, Ten" expansion project for its cattle industry, aligning with the "premium cattle, high-end meat" positioning. The city will accelerate the construction of breeding bases and deep-processing facilities like precision cutting, and focus on developing high-value-added products such as cosmetics, health products, and leather to extend and refine the "cattle economy" chain. By 2030, the city aims to maintain a cattle inventory of over 1.15 million head, with the total output value of the entire industry cluster exceeding 34 billion yuan, making the Red Cattle a true "prosperity cattle" for the people.
The city will also concentrate on the development direction of modern fruit industry, cultivating and strengthening a one-million-mu high-quality apple production base. It will actively develop deep-processing for products like juice, vinegar, and crisps, while driving the upgrading of supporting industries such as packaging and storage. The goal is to continuously improve the sales system and comprehensively expand brand influence. By 2030, the total apple output is targeted to reach 3.2 million tons, with the total output value of the entire industry cluster exceeding 35 billion yuan.
