China Accelerates Development of Future-Oriented Education System

In line with the strategic arrangements of the "Education Power Construction Plan Outline (2024-2035)" and the requirements set forth in the State Council's "Opinions on Deepening the Implementation of the 'AI Plus' Initiative," the Ministry of Education, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the National Data Administration have jointly issued the "AI Plus Education" Action Plan. This plan outlines 16 measures across four key areas: cultivating AI talent and enhancing public literacy, promoting deep and extensive integration of AI and education, strengthening the foundational environment for "AI Plus Education," and optimizing its development ecosystem. The objective is to seize the strategic opportunities for educational development in the intelligent era, drive updates in educational content, transformations in educational models, reshaping of educational forms, and accelerate the construction of a future-oriented education system.

The Action Plan sets a goal that by 2030, a pattern of deep integration between AI and education will be fundamentally established. This includes building a vertically integrated and horizontally connected AI education system spanning all academic stages and a general education system for the whole society. The scale and quality of AI talent cultivation will be significantly enhanced, forming a long-term mechanism for nurturing AI literacy across the population. Systemic reforms in teaching models, research paradigms, and governance models will be achieved, substantially increasing the supply capacity and modernization level of educational services. The foundational support environment will become more intensive and efficient, the innovation ecosystem more open and collaborative, and the application of intelligent technology more inclusive, safe, and effective. A batch of high-value, scalable, and replicable application scenarios will emerge, with the new form of smart education basically taking shape and achieving top-tier global influence.

The policy highlights of the Action Plan are mainly reflected in the following aspects:

First, achieving comprehensive coverage of AI education across all stages. At the basic education stage, the focus is on ensuring the full and effective delivery of AI courses, aiming to stimulate student curiosity, cultivate innovative thinking, and enhance the ability to solve complex problems. In higher education, AI will be promoted as a public foundational course, interdisciplinary innovation will be encouraged, and academic program structures will be optimized to meet the new talent demands of the intelligent era. For vocational education, intelligent transformation of majors related to traditional industries will be promoted to cultivate high-skilled talent adaptable to industrial changes. In lifelong education, high-quality resources will be developed for different population groups to ensure all learners have equal opportunities to learn about AI.

Second, promoting the reach of AI applications across all scenarios. For student learning, intelligent learning companions will be developed to promote comprehensive development in ethics, intellect, physique, aesthetics, and labor skills, with a focus on advancing online ideological and political education, personalized learning, and promoting equitable and inclusive education. For teacher instruction, intelligent teaching systems will be developed to support all teaching phases—pre-class preparation, in-class teaching, and post-class assignments—promoting intelligent teacher training and reducing teacher burden while increasing efficiency. In school governance, an educational intelligent brain will be created, focusing on scenarios such as administrative services, examination and evaluation, employment services, campus security, and resource allocation, to support convenient services, precise management, and scientific decision-making. For scientific research, focusing on fields like natural sciences, engineering sciences, and philosophy and social sciences, scientific AI agents and intelligent experiment clusters will be built to explore AI-driven transformations in research paradigms.

Third, providing comprehensive support for the AI environment. At the foundational level, emphasis is placed on centralized construction, with the state taking the lead in building an educational intelligent computing service platform, organizing a national educational and scientific research basic corpus, and developing large models dedicated to education, providing high-quality computing power, data services, model capabilities, and intelligent tools for schools at all levels. At the application level, emphasis is on multi-stakeholder participation, building open-source communities to encourage creation by teachers and students, establishing pilot bases to strengthen application cultivation, and leveraging the national smart platform to provide quality services. Simultaneously, an ability assessment system will be established, and a number of application demonstration scenarios will be created. At the terminal level, emphasis is on adapting to local conditions, creating future classrooms, future schools, future learning centers, and future training centers, popularizing digital textbooks, smart MOOCs, and intelligent terminals, thereby bridging the "last mile" of application.

Fourth, driving all-element innovation in AI mechanisms. In research and innovation, promoting the integration of pedagogy with psychology, brain science, and other fields, and building a collaborative innovation mechanism involving government, industry, academia, research, and finance to jointly cultivate high-quality educational intelligent products. In conditional support, improving regulations, developing standards and specifications, strengthening team building, innovating investment models, and constructing a support system aligned with the characteristics of AI development. For international cooperation, creating a series of flagship diplomatic brands, deepening international exchanges and cooperation in "AI Plus Education," and promoting the export of high-quality courses, advanced technologies, and Chinese standards. In security assurance, continuously conducting AI social experiments, standardizing the management of intelligent products entering campuses, and effectively preventing issues such as forgery and fraud, academic misconduct, excessive exam competition, and privacy breaches.
