On August 21, 2026, the China Children's Culture and Arts Promotion Association released two announcements on its official WeChat account, declaring the dissolution of 43 secondary units, including the Quality Literacy Comprehensive Development Committee and the Quality Education Committee.
In the first batch announcement, the association stated that, in line with directives from the Central Social Work Department, the Ministry of Culture and Tourism, and the Ministry of Civil Affairs, it had conducted a thorough review and rectification of the various secondary units established over the years. Following the results of this rectification, the second meeting of the seventh council decided to immediately revoke 38 secondary units. These include the Quality Literacy Comprehensive Development Committee, the Quality Education Committee, the Youth National Defense Education Committee, the International Cultural Exchange Committee, the Ice and Snow Culture Committee, the Aesthetic and Scientific Education Committee, the Art Training Committee, the Aesthetic Education Committee, the Art Talent Committee, the Youth Health and Technology Education Committee, the Eye Care Education Committee, the Youth Modeling Committee, the Language and Writing Specialty Committee, the National Defense Care Steering Committee, the Youth Incense Culture Specialty Committee, the Children's Art and Calligraphy Education Specialty Committee, the Calligraphy and Painting Education Committee, the Youth Comprehensive Quality Development Committee, the International Exchange Committee, the Modern Art Specialty Committee, the Audiovisual and Drama Work Committee, the Traditional Chinese Studies and Hanfu Etiquette Work Committee, the ASEAN Culture Work Committee, the Film and Television Drama Performance Specialty Committee, the Health Education Work Committee, the Traditional Chinese Studies Etiquette Specialty Committee, the Opera Specialty Committee, the Cultural and Artistic Heritage Work Committee, the Early Childhood Education Research Specialty Committee, the Aesthetic Education Specialty Committee, the Art Popularization Work Committee, the Art Performance Specialty Committee, the Art Career Planning Work Committee, the Quality Talent Education Work Committee, the Vision Protection Work Committee, the Youth Cultural Development Work Committee, the Aesthetic Literacy Work Committee, and the Children's Health Work Committee.
The association emphasized that, effective immediately upon the announcement, all staff and partner organizations of these former bodies are prohibited from conducting any activities under the names of the revoked committees.
According to the second batch announcement, the third meeting of the seventh council decided to immediately revoke five additional secondary units: the Tea Culture Specialty Committee, the Broadcasting and Hosting Specialty Committee, the International Cultural Exchange Work Committee, the Education Development Work Committee, and the Art Education Specialty Committee. The association similarly required that all staff and partners of these former bodies cease all activities under the revoked committee names immediately.
Established in 1993, the China Children's Culture and Arts Promotion Association was created as a dedicated institution to implement the "Outline for the Development of Chinese Children's Cultural and Artistic Undertakings in the 1990s," also known as the "Dandelion Plan," which was jointly launched by eight ministries. The organization bears the important responsibility of promoting and developing China's children's cultural undertakings.
In recent years, the association has repeatedly issued public statements warning that certain individuals and entities have misused its name for false publicity with seriously inaccurate content. For instance, in September 2025, the association reported that someone had arbitrarily organized so-called "social art level certificate" examinations and related activities under the name of the "China Children's Culture and Arts Promotion Association Aesthetic Education Development Innovation Work Committee."
By December 2025, the association discovered that the organizing committee of the "Shanhai Lihen" National Hard-Pen Calligraphy Exhibition had improperly used a forged "China Children's Culture and Arts Promotion Association Council Member Unit" title and corresponding seal to issue certificates in related activities. This conduct seriously infringed upon the legitimate rights, interests, and social reputation of the association.
