Market-Driven Approach Accelerates Industrial Growth in Luogen Village

It is currently lotus seed harvesting season. By 6 a.m., figures can already be seen working in the fields and by ponds in Luogen Village, Nanlv Town, Tunchang County, Hainan Province. Luogen Village comprises five natural villages with a total area of 15,845.5 acres. In recent years, the cohesion of local grassroots Party organizations, along with villagers' incomes and satisfaction, has steadily improved through government-enterprise collaboration. A path to prosperity, characterized by fragrant rice, thriving poultry, and diversified complementary industries, is gradually unfolding in Luogen.

Guiding Revitalization Through Party Building

Looking back to 2016, PetroChina Hainan Marketing Company established a targeted assistance partnership with Luogen Village that year. Over the past decade, the company has invested over 4 million yuan in assistance funds. From the first resident cadre Ling Xubin, to his successor Deng Meibiao, and then to Li Shuyong who took over last year, successive resident cadres, guided by the company's Party committee, have set up their offices in the fields. They visit villages and manage projects during the day, and make plans and review progress at night, working tirelessly in succession.

In the early stages of assistance, the village faced significant issues such as large areas of abandoned farmland, fragmented agricultural industries, and single sources of income for farmers. The collective industrial base was weak, relying mainly on scattered planting and small-scale breeding. Since the targeted assistance began, the company has leveraged its state-owned enterprise resources and market-oriented thinking to innovatively establish an organizational system where "Party branches are built on industrial chains, Party groups are set up at industrial bases, and Party members demonstrate leadership on production frontlines." It promoted a cooperative model of "Party Branch + Village Collective Industrial Company + Farmers + Purchase Orders." By revitalizing abandoned land, injecting assistance funds, introducing agricultural technology, creating distinctive brands, and expanding sales channels, it successfully cultivated characteristic industries such as "Luogen Lucky Rice," "Luogen Sanhuang Chicken," and meat pigeons. This helped Luogen Village achieve poverty alleviation in 2019.

Through persistent efforts from multiple parties, the planting area for "Luogen Lucky Rice" expanded from an initial 350 acres to 780 acres, achieving an output of over 800,000 jin and an output value exceeding 1.5 million yuan. The Sanhuang chicken breeding base covers over 50 acres, with an annual output of 120,000 birds and an annual output value surpassing 15 million yuan. In February this year, the Luogen black rice, trialed for many years, officially passed the national CMA and CATL dual certification for full nutritional component testing, becoming Hainan's first black rice product to obtain this authoritative certification. This fills the gap in the province's high-end black rice market and accelerates the formation of a local industrial pattern centered on "Lucky Rice, supplemented by diversified industries."

Establishing a Sustainable Foundation for Development

Among the over 30 women in the village who regularly work with the village cadres, the eldest is 72 years old. During the busy farming season, by picking chili peppers or bundling cowpeas, she can earn 120 yuan a day. Xu Qianxing, director of the village affairs supervision committee, also serves as a rural industry leader. With the support of enterprise assistance startup funds, he has motivated many villagers to participate in poultry and livestock breeding. The village's newly built modern pig farm recently welcomed 2,600 piglets, bringing new life to a piece of collective land that had been idle for four years.

With thriving industries and a strengthened collective economy, the village Party branch has greater confidence and capacity to serve villagers and improve livelihoods. In recent years, the functionality of Luogen's grassroots Party organizations has been continuously enhanced through Party-building cooperation and industrial assistance. Villagers' satisfaction with the grassroots Party organizations has risen from 68% at the beginning of the assistance to 98%. The village Party branch has also gained practical experience in "resource integration, mass mobilization, and project management" through industrial development, substantially improving its capabilities in grassroots governance and industrial development, laying an organizational foundation for future rural progress.

"In terms of benefit distribution, we ensure villagers share the full-chain benefits of industrial development through forms like land transfer rents, employment at industrial bases, and government work subsidies," said a representative from PetroChina Hainan Marketing Company. Seeing tangible results and having hope for the future has naturally fostered a positive atmosphere where cadres and villagers "strive to outperform each other."

"Beyond Tunchang's favorable business environment, what truly impressed us was the village's clear industrial development plan and sincerity for long-term cooperation," said Yuan Lunyun, a relevant person in charge from Hainan Suiqun Agricultural Co., Ltd., the investor in the pig farm. It took only three months from initial contact to finalizing cooperation. The 5 million yuan investment and 20-year lease term indicate that both parties aim to create a benchmark project in the industry.

From scattered decline to "seeing greenery from the window and scenery upon stepping out," from abandoned fields to continuous waves of rice, from producing agricultural products to studying brands, costs, and markets, corporate governance thinking has been translated into concrete practices in Luogen Village. Promoting comprehensive rural revitalization is a systematic project. As the PetroChina Hainan Marketing Company representative stated: "As the designated assistance unit, we have worked diligently over a decade-long relay. Our goal is not just to solve temporary difficulties, but more importantly, to leave behind a permanent team and a sustainable industrial development mechanism, transitioning from 'blood transfusion' to 'blood generation,' from having a good 'appearance' to building strong 'substance.' Our exploration in Luogen Village has yielded real results and accumulated a set of assistance experience with state-owned enterprise characteristics, contributing petroleum strength to the cause of rural revitalization."
