In September, Daqing is experiencing a surge in project construction activities. From urban districts to counties, every project site has become a bustling battlefield. The entire city is launching a key industrial project "autumn campaign" with an urgent sense of "seizing every moment," striving to sprint toward annual targets and painting a vivid picture of Daqing's high-quality development through hard work and dedication.
Data from the Municipal Development and Reform Commission shows that as of the end of August, 637 out of 656 projects with investments exceeding 5 million yuan have commenced or resumed construction, achieving a 97.1% construction rate and 64.6% investment completion rate, laying a solid foundation for future development.
At the Yiheng Bio enzyme preparation project site in Duerbert Economic Development Zone, crane arms sweep powerful arcs across the sky, trucks loaded with construction materials shuttle back and forth, and over 120 construction workers labor through muddy conditions, with welding sparks and machinery roars composing a symphony of busy activity.
"Despite heavy rain last night that left the construction site muddy, it hasn't delayed our construction progress," said Che Pengcheng, quality control manager of Heilongjiang Yiheng Biotechnology Co., Ltd. The project has a total investment of 520 million yuan, with 230 million yuan in the first phase. The R&D workshop and fermentation workshop have been topped out, the drying workshop will be completed soon, and over 40 large storage tank equipment units have been installed on site. To ensure early production, civil construction and equipment installation are proceeding simultaneously.
"When handling preliminary procedures, we weren't clear about relevant policies and documents. Fortunately, chief service officers organized relevant departments to provide on-site guidance, helping us successfully obtain preliminary approvals," Che Pengcheng told reporters. With efficient support from various Daqing government departments, the project construction is proceeding vigorously, with main construction planned for completion in November.
"As of the end of August, 392 out of 408 industrial projects citywide have commenced or resumed construction, achieving a 96.1% construction rate and 68% investment completion rate. New energy, new real estate, and modern agriculture projects rank in the top three by quantity, while new energy, commercial logistics, automotive and equipment manufacturing, and modern biotechnology industries show outstanding investment contributions," said a relevant official from the Municipal Development and Reform Commission.
As the "main battlefield" for industrial project construction, the High-tech Zone has also delivered impressive results this year. Through establishing specialized investment teams, the High-tech Zone conducted 70 external inspections, engaged with 178 companies, and signed 31 projects including Volvo V561 model, Zhongliu Investment Computing Center, and Hemu Animal Vaccine projects, with total signed contracts worth 12.401 billion yuan. Currently, 13 projects have started construction and 4 have begun production.
In project construction, 58 out of 61 key projects have commenced or resumed construction, achieving a 95.1% construction rate and completing 2.89 billion yuan in investment. Among these, 47 out of 50 industrial projects have started construction with a 94% construction rate. Eleven projects including Xinshida Pharmaceutical Intermediates have been completed and put into production, and three industrial projects including Phase I of Longjiang Chemical's polycarbonate have reached full production capacity.
The Hangke Low-altitude Economy Industrial Project is currently binding foundation beam reinforcement, having completed 19 million yuan in investment. Once completed, it will annually produce 100 fixed-wing aircraft and 200 drones. The Huixin Power Semiconductor Module Manufacturing Project has completed equipment installation and is undergoing trial operations, scheduled for production by the end of September.
"After the Huixin Semiconductor Module Production and Manufacturing Project was established, the Emerging Industry Promotion Center led multiple departments in holding over 30 coordination meetings. Dedicated personnel were assigned to handle facilities, talent recruitment, environmental assessments, and patent services, providing full support for the project," said a relevant staff member from the High-tech Zone.
The "fast pace" of project construction depends on "strong support" from government departments. Various levels of Daqing government departments proactively provide "nanny-style" services to resolve bottlenecks and difficulties in project construction, injecting strong momentum into the "autumn campaign."
To accelerate project construction, the Municipal Development and Reform Commission is fully implementing a "three-stage" working method, strengthening "top leader" responsibility systems. In the preliminary stage, a "department coordination" mechanism allows service specialists to handle procedures throughout the process. During construction, "on-site stationed" services resolve key issues. Before completion, element requirements are inspected item by item, striving to upgrade 26 projects to regulated status throughout the year.
From citywide coordination to district and county efforts, from policy guarantees to frontline operations, Daqing is using the "substance" of project construction to support the "stability" of economic development, injecting continuous strong momentum into building "three cities" and advancing Daqing's new practice of Chinese-style modernization.
