In implementation of Yangzhou's 10 Measures to Support the Development of Talent in the Artificial Intelligence Field, the reporter learned from the Municipal Industry and Information Technology Bureau that the application process for the 2025 Yangzhou Artificial Intelligence Senior Professional Talent Reward has now officially launched.
This is also the first time Yangzhou has introduced a dedicated reward for senior AI professionals, using financial incentives to persist in both attracting and cultivating talent, gathering AI professionals, and supporting the high-quality development of the city's AI and software industries.
This dedicated reward covers two types of talent: AI senior professionals introduced from outside the city by local Yangzhou enterprises, and AI senior professionals independently cultivated by enterprises.
The reward recipients are divided into three categories: those who have obtained Level 1 or Level 2 Artificial Intelligence Trainer certificates; those who hold a deputy senior or higher professional title in Digital Economy (Artificial Intelligence) Engineering; and professional technical personnel holding certificates as Systems Analyst, Systems Architecture Designer, Network Planning Designer, Systems Planning and Management Engineer, or Information System Project Manager.
The prerequisite for application is that the talent's on-the-job work content must be closely related to the field of the certificate they hold.
Applicant enterprises must be market entities that have been operating normally in Yangzhou for more than one year.
Talent introduced from outside the city must have started full-time employment between January 1 and December 31, 2025, and have signed a labor contract of two years or more with the enterprise; independently cultivated talent must have obtained the corresponding professional title or qualification certificate in 2025, with their labor contract still within its valid period.
"This dedicated reward is closely tied to the actual development of our city's AI industry, balancing both talent attraction and talent cultivation. Among them, enterprises that introduce eligible senior professionals from outside the city can receive a maximum reward of 20,000 yuan, with funds disbursed over two years; enterprises that independently cultivate eligible senior professionals can receive a maximum one-time reward of 10,000 yuan," said the head of the Software Section of the Municipal Industry and Information Technology Bureau.
Regarding the application timeline, applicants must submit the application form, qualification certificates, labor contract, social security and personal income tax certificates, and other complete materials to the industry and information technology department of the district where their enterprise is located before October 28.
Talent introduced from outside the city must additionally provide supporting materials such as departure certificates and social security records from their previous employer.
The policy clearly states that each talent can only receive this project reward once, and applications for the same person on the same matter follow the principle of awarding the higher amount; if introduced talent leaves the applicant enterprise in the year following receipt of the first-year reward, subsequent reward payments will be discontinued.
"The policy focuses on senior professionals urgently needed and in short supply in the AI industry. Through genuine financial incentives and sincere services, we aim to improve the entire chain of talent attraction, cultivation, retention, and utilization, continuously consolidate the foundation of digital industry talent, promote two-way aggregation and deep integration of industry and talent, and empower the development of our city's AI industry," said the head of the Software Section of the Municipal Industry and Information Technology Bureau.
This dedicated reward is an important lever for implementing Yangzhou's 10 AI talent measures, filling the talent gap in the AI industry through financial incentives, promoting deep integration of industry and talent, and continuously injecting talent momentum into the development of Yangzhou's digital economy.
