Shanghai's action plan for high-quality development in its new towns outlines a commitment to continuously enhance their medical service systems. The question arises: how can a distance of 56 kilometers from Yangpu to Fengxian be effectively reduced to zero? After one year of operation, Xinhua Hospital's Fengxian Campus has provided a compelling answer for a people-centric city, with its outpatient and emergency visits exceeding one million, backed by solid data and heartwarming details.
On June 28 last year, Xinhua Hospital's Fengxian Campus officially opened, marking a new point on the blueprint for Shanghai's "Five New Towns." At its inception, this modern hospital, built on the concept of a "future hospital," pledged to deliver high-quality medical care without disparity between urban and rural areas. One year later, this pledge has materialized into tangible, reliable healthcare protection.
Unified Medical Standards for Local Access to Expert Care
"The Fengxian Campus is not a branch; it is an integral part of Xinhua Hospital." This statement has been the campus's most steadfast principle over its first year of operation.
The data speaks for itself. Over the past year, the Fengxian Campus has served over one million outpatient and emergency patients, discharged over 34,900 inpatients, and performed 27,400 surgeries. The proportion of consultations by associate chief physicians and above reached 44.52%, nearly identical to the Yangpu Campus. The strengths of 11 nationally recognized key clinical specialties have been steadily extended to Fengxian, and 8 "expert physician studios" have been established, helping to concentrate top-tier medical resources in the southern new town.
Advanced technologies are now routine here. Procedures such as Da Vinci robotic surgery, coronary artery bypass grafting, TAVR, and ECMO are regularly performed. The Case Mix Index (CMI) reached 1.37, surpassing that of the main Yangpu campus. Third and fourth-level complex surgeries accounted for 48.6% of the total, demonstrating strong capabilities in treating difficult and severe illnesses.
Patient footfall provides the most genuine endorsement. According to the president of Xinhua Hospital, 58% of the Fengxian Campus's outpatients are from the local Fengxian area, while 29% come from the Yangtze River Delta region and other parts of the country. The campus is not only a "hospital at the doorstep" for Fengxian residents but is also becoming a new medical landmark serving the broader region.
"The doctors are all very professional. My mother-in-law's surgery went smoothly, so we don't need to travel to the city center anymore," said a local resident. Patients from other districts also come specifically for its services: "We didn't have to wait long for an expert appointment, the process is much simpler now, and it's very convenient to get treatment."
Tackling Complex Cases: The Spinal Center's Robust Protection
Among the million patient stories, the breakthroughs at the Spinal Center are particularly noteworthy. In the past, complex corrective surgeries for spinal deformities carried high risks and significant trauma, often forcing patients to seek treatment in the city center. Now, with high-precision navigation and minimally invasive techniques, surgical blood loss has been greatly reduced, and operation times have been nearly halved.
According to the director of the Spinal Center at the Fengxian Campus, approximately 2,000 surgeries have been performed in the center's first year, including 300 to 400 complex and difficult cases, with over 30 being corrective surgeries for spinal deformities. "Any surgery possible at the Yangpu Campus is also possible here at the Fengxian Campus." Currently, over 50% of cervical and lumbar decompression surgeries are performed using minimally invasive techniques.
In the wards, the sentiments of a family member of a young patient who just underwent a 60-degree spinal deformity correction surgery resonate deeply: "Xinhua Hospital has a long-standing reputation, and the doctors are very responsible. Having Xinhua Hospital in Fengxian is a great blessing for local residents."
Lifespan Care: Smart Technology Reimagines the Patient Experience
Providing health protection across the entire lifespan, "from 0 to 100+ years old," is a consistent philosophy at Xinhua Hospital, now firmly rooted in Fengxian. Pediatric patients under 18 account for 22.66% of total outpatient and emergency visits, and pediatric beds make up 16.58% of all open beds, fully addressing the region's pediatric healthcare needs.
More groundbreaking is the conceptual upgrade. The campus has transformed the traditional "physical examination center" into a "health management center." By establishing personal health records and dynamic health profiles, it continuously tracks residents' health status. "Many used to think the health check-up was the end of the process, but what truly matters is the health management that follows," explains a hospital representative. This shift ensures that lifelong health protection accompanies every patient throughout their healthcare journey.
In terms of smart healthcare, the hospital uses efficient information flow to enhance patient convenience. It innovatively employs a disease diagnosis and treatment center model—for example, the Cardiovascular Disease Center integrates cardiology and cardiac surgery, and the Neurological Disease Center brings together neurology and neurosurgery, so patients don't need to shuttle between different buildings. Over 70 self-service terminals cover all procedures, while traditional service windows are retained to support elderly patients. To address the challenge of long wait times for MRI appointments, the imaging center implemented an "extended morning and evening, continuous midday" service model, increasing daily scans from 62 to 207. Most patients can now secure an appointment within two days.
The tiered healthcare network is becoming increasingly dense. The campus has achieved appointment interoperability with all 16 community health service centers in the district and established collaborative wards with 5 of them, promoting a "hospital treatment + community rehabilitation" continuum of care. Data platforms for the regional stroke center, chest pain center, and 120 emergency center are interconnected, continuously improving the efficiency of emergency and critical care.
Compassionate Care: Extending Warmth to Both Staff and Patients
A good hospital requires not only solid technical skills but also a warm, human touch. The round trip between Xinhua Hospital's Yangpu and Fengxian campuses spans 56 kilometers, with many expert staff commuting daily between the two sites. Just before this year's May Day holiday, the Fengxian Campus officially opened a meticulously designed "Staff Refueling Station," offering space for short breaks, light meals, quiet reading, and recreational activities. "Even just a twenty-minute break here allows us to shed fatigue and achieve complete physical and mental relaxation," shared a staff member.
Stabilizing the talent pool in a suburban location also requires concrete policy support. The hospital has established a dedicated career advancement track for Fengxian-based staff applying for senior professional titles and implemented incentive mechanisms that relax certain quotas and performance benchmarks. A series of targeted incentive policies aim to attract, retain, and motivate talent. Currently, the Fengxian Campus has 701 permanent staff, with management and administrative personnel accounting for only 3%, ensuring resources are focused on the clinical front line. Core physicians make up 75% of the staff.
Care extends inward to medical staff and outward to address service gaps. Recognizing that a significant portion of Fengxian's local residents are elderly, many of whom are more comfortable with the local dialect than Mandarin, the campus specifically recruited native Fengxian volunteers to form a dialect-based guidance team. "Being able to help fellow townspeople navigate their healthcare worries is genuinely meaningful to me," said a volunteer, expressing the warmth of this mutually beneficial relationship.
Integrating Medicine, Research, and Industry: A New Chapter for Medical Innovation in Southern Shanghai
Marking its one-year anniversary, Xinhua Hospital's Fengxian Campus is embarking on a new journey. On June 30, the Xinhua Medical Innovation Forum and the "Southern Shanghai" Medical Innovation Center were officially launched. This science and innovation platform, jointly established by Xinhua Hospital and the Fengxian District Nangqiao Town government, focuses on cutting-edge fields such as international rare diseases and advanced cell and gene technologies.
An innovative model of "dedicated laboratories + shared platforms + localized services" is building a relay-style industrial service system covering "R&D incubation—pilot-scale amplification—mass production and implementation." The first team to move in is led by a professor recognized as a National Distinguished Young Scholar, primarily conducting research in cell therapy and gene therapy, with self-developed intellectual property soon to be translated into practical applications.
The president of Xinhua Hospital stated that after one year of operation, the Fengxian Campus has opened 736 beds, 20 operating rooms, and 29 clinical departments. The next steps involve developing teaching and research capabilities, constructing a research building, and expediting the planning and implementation of the second-phase construction.
From Yangpu to Fengxian, the 56-kilometer physical distance has been effectively reduced to zero by Xinhua Hospital through unified medical standards and a service philosophy imbued with warmth. The one-year mark is both a milestone and a new starting point. On the vibrant land of southern Shanghai, the commitment to health in this people-centric city is growing ever stronger.
