On October 11, China National Offshore Oil Corporation's bidding platform announced the winning candidate list for "Offshore Wind Turbine Procurement for a Certain Offshore Wind Power Project (Phase I)". The project has a total capacity of 600MW, with Ming Yang Smart Energy Group Limited as the first candidate bidder, submitting a bid price of 1,906,199,999.98 yuan.
**Project Details:**
The offshore wind power demonstration project (Phase I) is located in the western waters of Hainan Province. The Phase I construction site is approximately 29km from shore at its center, covering an area of about 60km², with water depths ranging from 20m to 40m. The planned installed capacity is 600MW, featuring 60 wind turbines with 10MW unit capacity each.
**Technical Requirements:**
The project requires offshore typhoon-resistant wind turbines suitable for the environmental conditions of the project's marine area. Operating temperature range must be -10°C to 45°C (no power reduction due to temperature changes within this range), with survival temperature range of -20°C to 50°C. The turbines must withstand extreme wind speeds of 70m/s based on a 50-year return period.
The design service life of the bidding turbine model should not be less than 25 years. Bidders must use a single turbine model for their bid, with doubly-fed generator models not accepted, and mixed turbine model arrangements not permitted.
**Delivery Schedule:**
Within 5 months after the purchaser issues a written formal production order to the winning bidder, the first batch of wind turbines (no less than 10 units) must be ready for delivery. Complete delivery of all wind turbines must be finished within 6 months after the written formal production order is issued. The specific delivery schedule will be based on the final delivery requirement plan provided by the purchaser.
