Shanxi Introduces New Electricity Pricing Notice for Coal-to-Electricity Heating During the Heating Season

To implement the spirit of the Notice of the National Development and Reform Commission on Issuing the Price Policy Opinions for Clean Heating in Northern Regions (Fa Gai Jia Ge [2017] No. 1684), the following notice is hereby issued regarding electricity prices and related matters for "coal-to-electricity" heating in Shanxi Province during the heating season.

First, for "coal-to-electricity" residential households where heating electricity and daily living electricity are not measured by separate meters, the average monthly household electricity consumption from May to September before the heating season begins shall serve as the baseline electricity quantity. During the heating season, the portion of monthly electricity consumption exceeding the baseline shall be regarded as heating electricity consumption. The baseline electricity quantity shall be charged at the residential living electricity price, while the heating electricity consumption shall be charged in accordance with the "electricity consumption pricing method" applicable to "coal-to-electricity" residential households with single-meter measurement and separate pricing.

Second, the electricity pricing policies for "coal-to-electricity" for other types of residential households, the electricity pricing policies for "coal-to-electricity" for non-residential users charged at residential electricity prices, and the electricity pricing policies for "coal-to-electricity" regional centralized heating in rural areas shall continue to be implemented in accordance with the Notice of the Shanxi Provincial Development and Reform Commission on Electricity Prices and Related Matters for "coal-to-electricity" During the Heating Season (Jin Fa Gai Shang Pin Fa [2024] No. 294).

Third, this notice shall take effect from the 2026-2027 heating season onward. The specific start and end dates of the heating season shall be determined by each locality. Any other matters not covered herein shall be implemented in accordance with current national and Shanxi provincial policies. Any problems encountered during implementation shall be reported to this commission in a timely manner.
