To create high-quality datasets, strengthen the data annotation industry, and empower initiatives related to data elements and artificial intelligence, the province has recently released a three-year action plan. This plan outlines the overall strategy for the development of the data annotation industry and the construction of high-quality datasets across the province.
The plan sets a target to establish approximately five provincial-level data annotation bases by the end of 2028. It aims to engage over 30,000 professionals in the sector and strives to grow the industry's scale beyond 80 billion yuan.
The data annotation industry involves processing data through screening, cleaning, classification, annotation, labeling, and quality inspection. It is a crucial link in the artificial intelligence industry chain, connecting data resources, algorithm models, and practical application scenarios. By providing training samples for fields like autonomous driving and medical imaging, it is considered the "cornerstone" of AI.
The action plan focuses on promoting the high-quality development of the data annotation industry. It is driven by application scenarios and coordinates efforts across six dimensions: optimizing industrial layout, enhancing data supply, cultivating market entities, innovating annotation technologies, building high-quality datasets, and improving the industrial ecosystem. The plan systematically deploys 33 key tasks to foster mutual advancement between high-quality dataset construction and AI integration, thereby strengthening the data foundation that powers AI innovation.
By the end of 2028, the province aims to establish a data annotation industry layout characterized by dual-core drive from key cities and coordinated development across the region. Efforts will focus on creating several provincial data annotation bases and developing around 500 high-quality datasets covering key industries. Enterprise demand for data annotation is expected to grow steadily, with goals to develop no fewer than 100 industry-specific annotation scenarios and over 800 data products. The plan targets attracting about five leading enterprises, nurturing more than 20 specialized and innovative firms, unicorns, and gazelle companies, and introducing or cultivating over 150 data annotation enterprises. It also aims to make breakthroughs in key data annotation technologies, establish no fewer than 10 innovation platforms, and develop at least 20 data annotation tools.
In recent years, the province has leveraged the construction of a national-level data annotation base in a major city as a focal point. Measures such as strengthening financial support, fostering cooperative partnerships, attracting key enterprises, and creating exemplary cases have been implemented to propel the growth of the provincial data annotation industry. Technological innovation in the sector continues to advance, industry datasets are taking initial shape, related enterprises are rapidly gathering, and the overall industry scale is steadily expanding.
Officials from the provincial data and administrative services bureau stated that the province will fully implement the action plan. Initiatives will include selecting provincial data annotation industry bases, promoting the construction of the first batch of high-quality datasets in key fields, establishing a data annotation对接 platform, nurturing a cohort of data enterprises, and enhancing data supply capabilities. These efforts are intended to inject momentum into the deep implementation of AI integration initiatives and promote the high-quality development of the province's digital economy.
