Qinghai Datong Rural Commercial Bank Fined 2.046 Million Yuan for Regulatory Breaches

On April 3, Qinghai Datong Rural Commercial Bank Co., Ltd. was penalized with a warning, a public reprimand, and a fine totaling 2.046 million yuan. The penalties were issued by the Qinghai Provincial Branch of the People's Bank of China for violations across multiple regulatory areas, including financial statistics, payment and settlement, currency and precious metals, financial technology, and anti-money laundering management.

Additionally, individual penalties were imposed on responsible bank executives. Han Mouhua, then Vice President of Qinghai Datong Rural Commercial Bank and Deputy Head of the Anti-Money Laundering Leadership Group, was fined 23,000 yuan for the bank's failures in anti-money laundering controls. Ma Mouxia, then Branch Manager of the Meiyuan Road Sub-branch and Head of the sub-branch's Anti-Money Laundering Team, was fined 15,000 yuan. Li Mudong, then Deputy Manager of the Dongxia Sub-branch and Head of its Anti-Money Laundering Team, was also fined 15,000 yuan for their respective responsibilities in the breaches.
