Authorities will intensify efforts to combat illegal activities such as the unauthorized trade of cigarette paper, filter rods, tobacco filament, and specialized tobacco machinery, as well as intellectual property infringements. These measures aim to prevent raw materials and machinery from reaching counterfeit operations.

The directive also mandates strict management of key personnel in the tobacco industry, including current employees and retirees, with severe penalties for those involved in illegal activities.
