Guangxi Fangchenggang Proactively Ensures Safety of Special Equipment at Hualong One Nuclear Power Project

On January 28, the Market Supervision Administration of Fangchenggang City in the Guangxi Zhuang Autonomous Region, in collaboration with the Port District Market Supervision Administration and the Fangchenggang Branch of the Guangxi Special Equipment Inspection Institute, conducted an on-site visit to the construction site of the Phase III project of the Fangchenggang Hongsha Nuclear Power Plant. The team provided specialized guidance on the safety of special equipment to the contractor, China Construction Second Engineering Bureau Ltd., demonstrating a proactive approach to safeguarding the construction of a major national energy project. The Phase III project of the Fangchenggang Hongsha Nuclear Power Plant plans to construct two third-generation "Hualong One" nuclear power units, each with a capacity of 1.2 million kilowatts. Upon completion, the total installed capacity of the Fangchenggang Hongsha Nuclear Power Base will exceed 6.9 million kilowatts, and it is projected to supply 52.5 billion kilowatt-hours of clean energy annually. This will provide crucial support for implementing the national "Dual Carbon" strategy, optimizing the energy mix, and fostering high-quality economic and social development in Guangxi. The "Hualong One" design adheres to the world's highest safety standards, and the construction of its nuclear island foundation imposes extremely high requirements for construction precision and the operational safety of special equipment. The guidance team employed a comprehensive approach combining briefings, document reviews, on-site inspections, and personnel inquiries. They conducted an all-encompassing safety check focusing on the safety management, periodic inspections, and maintenance of special equipment, particularly the core construction tower cranes for the nuclear power project. For any issues identified, the team provided on-site rectification suggestions and management recommendations, thereby further reinforcing the company's primary responsibility for safety and standardizing the safety management procedures for special equipment. This initiative represents a concrete implementation of the market regulatory authorities' "supervision + service" work plan. "Given the characteristics of nuclear power projects—numerous special equipment, high technical complexity, and significant safety risks—we are shifting our focus from post-event supervision to pre-emptive services, providing full-cycle safety assurance for major projects," said Su Jianshi, Head of the Special Equipment Safety Supervision Division of the Fangchenggang Market Supervision Administration. He added that the administration will continue to strengthen dynamic supervision of critical equipment and organize training sessions by experts from the Special Equipment Inspection Institute on risk control for lifting equipment and for operational personnel, ensuring high-level safety safeguards for the high-quality construction of the "Hualong One" project.
