Hainan Wanning CPPCC: Shifting from "Selling Raw Materials" to "Selling Manufactured Products"
Recently, the Wanning City CPPCC in Hainan Province convened a standing committee meeting to conduct a special consultative discussion on "promoting the healthy and rapid development of Wanning's agricultural product processing industry." In recent years, Wanning City has anchored its development goals around building a ten-billion-yuan cluster of tropical characteristic high-efficiency agriculture and new-type industrial industries. Leveraging its unique geographical advantages and abundant tropical agricultural product resources, the city has made every effort to advance the development of its agricultural product processing industry. There are currently more than 500 agricultural product processing enterprises of various sizes, with total output value exceeding 13 billion yuan in 2025.
After three months of field visits and study, along with thorough consultations with relevant departments and key enterprise representatives, committee members found that agricultural product processing remains at a preliminary stage, with shortcomings such as low investment in scientific research, weak product research and development capabilities, and low comprehensive utilization rates of processing by-products. How to develop deep processing of agricultural products and promote the shift from "selling raw materials" to "selling manufactured products" is a topic of common concern among the committee members.
The Wanning Agricultural Science and Technology Industrial Park is currently one of the most comprehensively equipped parks in Hainan Province in terms of infrastructure. Standing Committee member Tao Hong suggested building on local advantageous resources, strengthening deep processing, and enhancing the industrial value chain; making full use of the free trade port's zero-tariff policy on processing value-added goods and the dual 15% tax incentive policies to actively attract meat product, seafood, and nut processing enterprises that rely on imported raw materials. He also proposed establishing a park-level guidance fund for the agricultural and sideline food processing and food manufacturing industries, supporting quality startup brands through investment-loan linkages. The focus should be on cultivating two to three benchmark enterprises with strong growth potential and driving capacity, using these as focal points to form a clustered, characteristic industrial cluster.
"Insufficient technological empowerment has become the core bottleneck in upgrading the agricultural product processing industry," said committee member Su Ning. She proposed promoting deep integration of industry, academia, and research, jointly developing functional agricultural products and snack foods with research institutions, filling gaps in deep processing, inspection and testing, and innovative research and development, and enhancing product added value. She also called for scientifically planning the industrial layout, guiding processing enterprises to concentrate in the park, integrating research, talent, and equipment resources, and building shared research and development platforms to achieve collaborative innovation and intensive development.
Committee member Wang Mengjun, who has been engaged in the coffee industry for many years, believes that Wanning possesses exceptionally favorable climate and soil conditions, a long history of coffee cultivation, and a mature processing foundation. He suggested building a solid industrial foundation through standardized management, driving industrial upgrading through high-end talent, and empowering industrial development through precise policies, so as to transform local coffee from a small regional specialty into a major national industry.
At the meeting, the committee members' concerns received positive responses from relevant Wanning City departments and several town governments. Following thorough consultation and exchange, 16 proposals were formed — including stabilizing production, improving quality and efficiency, retaining leading enterprises, and intensively developing the advantageous coffee industry — to serve as reference for decision-making by the municipal party committee and municipal government.
