Sichuan Issues Implementation Plan for Creating Higher-Level "Golden Channel" for Oversized Transport

On January 13, it was learned from the Sichuan Provincial Department of Transportation that the recently issued "Implementation Plan for Creating a Higher-Level 'Golden Channel' for Oversized Transport" focuses on reducing costs, improving quality, and increasing efficiency in transportation and logistics. The plan aims to streamline oversized road transport and Minjiang River shipping, enhance the transport support capacity for major equipment, create high-quality multimodal transport routes, boost the high-quality development of the modern logistics industry and equipment manufacturing sector, and better serve the strategy of revitalizing the province through industry and strengthening it through manufacturing.

The Implementation Plan proposes that by 2027, a basically formed "Golden Channel" for oversized transport connecting Deyang, Leshan, and Yibin will be established, characterized by smoother passage, higher efficiency, better service, and a more optimized market. In terms of enhancing channel support capacity, the plan requires accelerating the construction of key water transport projects on the Minjiang River, strengthening the daily maintenance for ensuring smooth navigation, and improving the loading and unloading service levels at oversized cargo terminals.

Specific measures include expediting the construction of the Laomukong and Dongfengyan projects, completing the Longxikou navigation-power junction project along with the ship lock projects at Dongfengyan and Laomukong, finishing the first phase of the Minjiang River waterway improvement project from the Longxikou junction to Yibin Hejiangmen, and commencing the second phase. These efforts aim to achieve an upgrade in the classification of the Minjiang River's oversized cargo channel. Enhanced monitoring and inspection will be conducted in key areas such as major rapids, fluctuating backwater zones at reservoir tails, bridge areas, and navigation structures.

Maintenance projects will involve waterway surveying, dredging, the renewal and repair of regulatory structures, and the updating of navigation aids and support systems to keep the waterways in good technical condition and ensure unimpeded navigation. Furthermore, supporting infrastructure at oversized cargo terminals will be strengthened. Construction of the first phase of the oversized cargo terminal at the Laojiangba Operation Area of Leshan Port will begin, aiming to expand the terminals' comprehensive service functions.

The plan also encourages the exploration and application of new loading/unloading techniques, technologies, and methods to further optimize the workflow衔接 of loading operations, striving for immediate loading/unloading upon the arrival of vessels or vehicles. Additionally, the Implementation Plan proposes fostering specialized multimodal transport market entities. It supports oversized transport enterprises in integrating resources across road, waterway, and terminal operations to implement multimodal transport with full-chain, whole-process control, thereby continuously enhancing their professional standards and core market competitiveness.

Enterprises are encouraged and guided to develop multimodal transport information platforms, in line with the requirements of integrating the "three networks," that are adapted to the characteristics of oversized transport. These platforms should provide real-time visibility of shipments en route and enable full-process traceability, offering safer, more convenient, higher-quality, and more economical transport services.
